Executive Summary

 

Castle Rock Water and the Public Works Department are seeking Town Council approval of a Resolution (Attachment A) awarding a Services Agreement (Exhibit 1) with AECOM Technical Services, Inc. for the Craig and Gould North Infrastructure Improvements Project in the amount of $455,872.00 plus a Town-managed 10% contingency in the amount of $45,587.21 for a total authorization of $501,459.21. The scope of work generally includes supplemental engineering design based on current project scope and revisions resulting from neighborhood feedback and engineering technical services during bidding and construction. The project is located north of Fifth Street and East of Front Street in the downtown area (see Attachment B).  Services under this agreement are anticipated to be completed by December 2021.

Notification and Outreach Efforts

 

The project is located in the residential neighborhood identified as Craig and Gould North, bounded by Rock Park to the north, Sunset Drive to the east, Fifth Street to the south and Front Street to the west.  Improvements will primarily be constructed within Town owned right-of-way, and also Union Pacific Railroad property.  Four private lots require easements to complete the required infrastructure improvements and these negotiations are currently under way.

 

Town staff have contacted residents through notification letters, and held five public open houses to present and discuss the proposed project during the design phase.  The original scope identified two public meetings during the design process.  However, staff determined that the additional meetings along with other discussions with individual property owners was warranted given the historic nature of the project and the challenging site constraints involved with each request.  One more public open house is planned prior to construction this winter.  Project details and updates are also provided on the Town website, CRgov.com.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

The Craig and Gould North project was last presented to Town Council on January 8, 2019 at which time the Council awarded a design contract to AECOM. 

 

Castle Rock Water Commission was presented this contract agreement at the scheduled December 9, 2020 meeting.  Castle Rock Water Commission voted unanimously in favor of recommending Town Council approval of this agreement.

 

Discussion

 

This project will implement infrastructure upgrades similar to those previously completed in the Craig and Gould South neighborhood in 2005.  Specifically, the proposed improvements include:

                     Streets - Existing streets will be reconstructed to current residential design criteria, with the addition of curb and gutter, new asphalt pavement, dedicated on-street parking, signing and striping, and profile grade improvements where feasible.  Also, paved sidewalks, crosswalks and ADA compliant ramps will be installed to facilitate pedestrian movement in the neighborhood.

 

                     Storm Drainage - The neighborhood currently lacks a modern storm drainage collection system, and is susceptible to localized flooding during storm events.  A new storm sewer system will be designed and constructed in conjunction with the street improvements to safely and efficiently capture storm flows in the area.  An outfall system will then convey these flows under Union Pacific Railroad and Interstate 25, ultimately discharging to East Plum Creek.  Additionally, opportunities for installing detention and water quality features will be explored to the extent feasible.

                     Water and Sanitary Sewer - Partial improvements to the existing water mains and sanitary sewer mains in the neighborhood have been implemented in the past as necessary.  This project will complete upgrades to the remaining portions of these systems before they become critical, taking advantage of the street and storm sewer construction to minimize inconvenience and disruption to residents.

 

The Town entered into an agreement with AECOM following a public solicitation and award process for design engineering services in 2019.  This project was originally scheduled to go to construction in 2020, however, due to significant public interest, additional outreach efforts to address public concerns with the project and complexities involved with unique design constraints at several locations, the design process required an additional year to complete.  Given their involvement with the delivery of bidding and construction documents for this project and their satisfactory performance in the design phase, the Town has approved a sole source authorization for these services (see Attachment C).

 

Services under this agreement will generally include supplemental design engineering services resulting in modifications to the scope of work and design revisions based on feedback from the neighborhood.  The scope of work also includes engineering technical services needed during the bidding and construction phases of the project.

 

                     Supplemental design engineering services include:

 

                     Additional utility potholes needed to complete a Subsurface Utility Engineering Certification.

 

                     Attendance at additional public open houses beyond the original scope of work.

 

                     Additional design required to incorporate Anderson Street not originally included in the scope.

 

                     Additional design iterations to address public comment during the preliminary design phase.

 

                     Bidding and Construction Services include:

 

                     Participation in the selection process for construction.

 

                     Design questions and minor revisions during the bidding phase.

 

                     Attendance at regular weekly meetings and site visits during construction to assist with technical issues.

 

                     Design revisions and response to questions on the design as needed.

 

                     Record drawings following construction completion.

Staff Recommendation

 

Staff recommends Town Council approval of a Resolution awarding the Services Agreement with AECOM Technical Services, Inc. for the Craig and Gould North Infrastructure Improvements Project at a cost of $455,872.00 plus a Town-managed 10% contingency in the amount of $45,587.21 for a total authorization of $501,459.21.
