As the new year approaches, it is helpful to set out a forecast of 2021 major projects. As with any forecast, the below project list is subject to change. It will serve as a short-hand outline for updates that will occur throughout the year.
Council should understand that, while this list reflects ongoing projects and items authorized by the Adopted 2021 Budget, Council may desire to alter this list going forward, as well. Staff plans to seek a strategic priority study session in mid-spring - hopefully after receipt of community survey results and completion of several orientation and background study sessions and briefings. With this background in hand, and prior to 2022 budget considerations, Council can provide direction on strategic priorities that can also establish new major projects or initiatives. Council may desire to provide that direction sooner, or Council may seek to initiate new items at any time. Particularly, Council may wish to include language in our strategic priorities concerning growth management within the community.
Budget priority: Ensure outstanding public safety
Develop long-term public safety funding enhancement options
Offer sworn Police personnel the option to transition to the FPPA defined benefit retirement program
Replace Fire’s self-contained breathing apparatus equipment (carried over from 2020)
Construct an addition to the Police Department’s parking lot (carried over from 2020)
Remodel the apparatus bays at Fire Stations 154 and 155 (carried over from 2020)
Complete critical maintenance at the Fire Training Center
Add a Fire Plans Examiner position
Adopt Fire’s 2021-2025 strategic master plan
Budget priority: Enhance our transportation
Continue the annual Pavement Maintenance Program, focused in 2021 on northern Castle Rock
Continue preconstruction activities for the future Interstate 25/Crystal Valley Parkway interchange with $5.4 million Federal grant; set aside $2.6 million toward the project; and develop an overall funding plan in discussion with potential partners
Design the future widening of Fifth Street
Finalize design and acquire any additional needed right of way to widen Plum Creek Parkway between Eaton Circle and Ridge Road
Continue design and property acquisition for the future intersection improvements at the “Four Corners” intersection of State Highway 85 and Fifth Street (carried over from 2020)
Engage community and neighborhood on possible intersection improvements along Crowfoot Valley Road
Continue design and begin construction of Downtown railroad quiet zone
Improve certain Downtown alleyways (carried over from 2020) and complete a Downtown alleyways master plan using Federal grant funds
Implement roundabout and streetscape plans
Add a Traffic Review Engineer and a Construction Manager
Budget priority: Secure our water future
Complete design and permitting of Castle Rock Reservoir No. 2, to be located on the property north of Sedalia (carried over from 2020)
Continue the WISE project with design of a new pipeline through Parker to increase future WISE delivery capacity
Design a pipeline from the Plum Creek Water Reclamation Authority to Rueter-Hess Reservoir, as well as an inlet structure (Newlin Gulch Pipeline)
Construct a new water tank in Liberty Village/Cobblestone Ranch (carried over from 2020)
Complete water, sewer, stormwater and street improvements in the Craig & Gould neighborhood (carried over from 2020)
Begin water line rehabilitations and replacements in the Glovers neighborhood
Construct another phase of sewer manhole rehabilitation in The Woodlands
Continue stream and drainageway stormwater infrastructure projects (carried over from 2020)
Continue security and supervisory control and data acquisition (SCADA) system improvements
Construct the long-planned Administration and Customer Service building (carried over from 2020)
Begin conversion to a new modern billing system that will accommodate future growth and new process efficiencies
Add a Water Distribution Supervisor and a Plant Maintenance Electrician
Budget priority: Maintain strong Parks and Recreation
Bid and commence construction of a neighborhood park in Cobblestone Ranch (continued from 2020)
Complete improvements to Butterfield Crossing, Mitchell Gulch and Plum Creek North and South parks
Prepare possible open space acquisition options for Council consideration
Complete a Recreation Facility Feasibility Study (carried over from 2020)
Continue development of recreation opportunities at Rueter-Hess Reservoir (carried over from 2020)
Complete design of the Colorado Front Range Trail through Castle Rock
Complete improvements to the Recreation Center’s parking lot (carried over from 2020)
Budget priority: Support economic development
Seek Council direction on appropriate new economic development incentives and fulfill existing economic incentive agreements
Continue discussions regarding growth impacts on the community
Budget priority: Manage Town finances conservatively
Complete the 2022 Budget, along with the annual five-year balanced financial plan and Capital Improvement Program
Study and present to Council recommendations for ensuring the Town’s fiscal sustainability; staff has concluded research regarding short-term rentals within Castle Rock but can resume activity in this area if Council so provides direction
Bring to Council for consideration a policy regarding the formation of future metropolitan districts and revisions to the Town’s sales tax definitions to ensure consistency (carried over from 2020)
Add a Sales Tax Auditor
Additional 2021 work plan items
Continue appropriate planning for the community, including continued review of existing entitlements on currently undeveloped properties
Complete the 2021 community survey
Implement Community Development Block Grant program initiation
Continue seeking opportunities for Town energy cost savings
Initiate a program to support property improvements that maintain the historic character of our Downtown
Implement a sister city program if Council provides continued direction to do so
Add a Senior/Assistant Town Attorney
