Executive Summary
Councilmembers Teal and Bracken on Thursday, November 19, informed me of their intent to call a special meeting during the week of November 23 for the purpose of:
• “Offer Resolution in support of businesses being shutdown by Red status
• Give local business owners being shut down the opportunity to speak out in favor of the resolution and against the latest Public Health order.
• Draft letter of Protest to Governor arguing that the most recent Public Health orders are not being applied fairly across the State based on Covid infection rates. Also calling out the Governor for not consulting with local government leadership in Douglas County about the latest Public Health order.”
Upon receiving this notice, I queried Councilmembers regarding their availability to attend a meeting this evening and scheduled it as soon as a majority confirmed they could attend.
Additionally, staff has drafted a Resolution and a letter to the Governor, expressing opposition to the State’s move of Douglas County to Level Red on the updated COVID-19 Dial framework and requesting reconsideration of the full closure of indoor dining, as requested by the Councilmembers.
The purpose of tonight’s special meeting and this, the only agenda item, is to allow Council and public comment on the draft Resolution and letter prior to Council taking any formal action to finalize and disseminate these items.
