The high growth nature of Castle Rock results in numerous and diverse questions from individuals seeking information about existing conditions and future plans. All community development activity information is located on the Town website under the Development Activity Map link.

 

Development activity appears to remain similar with past years. Permit activity remains steady and homebuilders and commercial builders remain active.

 

1.                     Quasi-Judicial Applications Requiring Public Hearings:

The Ridge at Crystal Valley

 


WSB & Associates, on behalf of Crystal Valley Ranch Development Co., has submitted an application for a site development plan (SDP) for the Ridge at Crystal Valley residential neighborhood. Located in the southwest section of Crystal Valley Ranch and the adjacent Ridge Estates Planned Development (PD), the SDP proposes 142 single-family homes, a new street network and 34 acres of open space. The SDP will require public hearings before the Planning Commission for review and recommendation and the Town Council for review and final decision. The proposal is located in Councilman George Teal’s District.

 

2.                     Pre-Application Meeting Requests:

 

The Oaks Filing 2 Residential Neighborhood

 

A pre-application meeting request was submitted seeking information on application and submittal requirements to amend a site development plan for The Oaks Filing 2. The general area is located south of East Plum Creek Parkway and east of Lake Gulch Road (directly east of The Oaks Filing 1). The applicant is proposing 113 single family lots on 170 acre site with 90 acres of open space. The proposal is located in Councilmember Teal’s district.

 

Circle K Gas Station (previously Valero)

 

 

A pre-application meeting request was submitted seeking information on application and submittal requirements to demolish the 1,838 square foot Valero gas station/convenience store and build a new 3700 square foot Circle K gas station/convenience store located at 310 S. Wilcox Street. The parcel is zoned business/commercial and is part of the Downtown Overlay District. The proposal is located in Councilmember Bower’s District.

661 Prairie Hawk Dr.

 


A pre-application meeting request was submitted seeking information on application and submittal requirements on constructing a one-story, 20,000 square foot steel building and outdoor storage area on a vacant lot at 661 Prairie Hawk Drive. The proposed shop and outdoor storage area would be used to run a construction equipment business. The proposal is located in Mayor Pro Tem Bower’s District.

o                     La Loma Restaurant, site and building construction, and site plan amendment located southwest of Promenade Parkway and Castle Rock Parkway, proposed opening in late 2020.

o                     Sleep Number, site construction for 4,000 square foot building located on east side of Promenade Parkway, just south of Verizon building.

o                     Shake Shack, site plan review for restaurant located on east side of Promenade Parkway, just south of Verizon building.

 

                     Meadows:

o                     Town Center:

§                     Construction for converting the right-in only to a right-in/right-out access for Ambrosia Street at the Meadows Boulevard intersection.

§                     Mixed-use, building and site construction for a restaurant and 111 multi-family residential units in a four-story building located at the northeast corner of Bilberry Street and Mercantile Street.

§                     Park area construction, located between Viridian and Saffron Streets.

§                     Viridian and Saffron Streets proposed to be signed and striped for one-way traffic.

§                     Ubergrippen, building plan review for 18,000 square foot indoor climbing wall facility, located on Bilberry Street south of Mercantile Street including a trail connection to the tunnel under Meadows Boulevard.

o                     Bridge and access road, plat and construction documents, connection of the roundabout on North Meadows Parkway south and then east crossing Plum Creek.

o                     Access road, construction documents review for public street construction that will support future commercial/office developments located northwesterly of the N. Meadows Drive roundabout.

o                     Castle View High School addition, site construction of building expansion, located at North Meadows Drive and Butterfield Crossing Drive.

o                     IREA Substation, site construction, located east of Castle View High School and ACC Collaboration Campus.

o                     Lot grading, retaining wall and waterline construction plan review, located on vacant commercial lot north of the AMC theatre.

o                     Ms. Amy’s Tot Academy, site plan to amend an existing small in-home day care to a large in-home day care to allow 6 additional children (from 6 to 12), located at 2893 Deerfoot Way

o                     The Leaning Experience, site plan and construction plan review for a 10,000 square foot, single-story daycare center to be located on Meadows Boulevard between Springbriar Drive and Shane Valley Trail.

o                     Water line, construction adjacent to North Meadows Parkway between State Highway 85 and East Plum Creek.

o                     Pond Improvements, construction plan review for improvements to a large existing pond adjacent to Prairie Hawk, south of Low Meadow.

 

                     Downtown:

o                     Encore, site plan review for establishing a common sign plan under review, building construction, northeast corner of Wilcox and South Streets.

o                     Olinger, Andrews, Caldwell Gibson Chapel Renovation, site plan and plat review, located at 407 Jerry St.

o                     Quiet Zone (Railroad), Town project, construction plan review for improvements at 2nd Street, 3rd Street and 5th Street.

o                     Town of Castle Rock Police Department, construction plan review for parking lot expansion, located at Perry Street and 2nd Street.

o                     Tribe Restaurant, tenant improvement construction in Riverwalk South.

o                     US Postal Facility, site plan, construction documents and building plan review for retail only facility located north of Wells Fargo Bank, adjacent to ENT Credit Union.

o                     The Backyard, site development plan amendment to allow permanent canopy structure and minor façade changes, located at 330 Third Street.

o                     The View, site plan review for 6-story building with mixed-uses including 218 residential units, located at 6th Street and Jerry Street.

o                     Town of Castle Rock Water, construction plans, water plant expansion located southwest of Liggett Road and I-25.
