Recreation Facility Feasibility Study Introduction

Executive Summary
The Town of Castle Rock has hired Barker Rinker Seacat Architecture (BRS) to complete an indoor recreation center feasibility study. The purpose of the study is to determine the capital cost, operational needs and programming potential for a new indoor recreation facility. The study will include a community engagement process through online meetings and surveys and will evaluate different levels of cost recovery and the capital costs of potential amenities. Phasing options to allow for future incremental expansion will also be explored.
The goal of the study is to identify the types of amenities that may be included in a future facility and their financial impact, whether that be for ice, synthetic turf, aquatics, gymnasium or fitness space. The study will also determine space, utility and parking requirements to aid in future site selection.
The study will begin in September 2020 and conclude by April 2021. The first community meeting is scheduled for mid-October. Parks and Recreation Staff will provide monthly updates to the Parks and Recreation Commission throughout the study process.
Funding for new indoor recreation facilities comes from impact fees paid through building permits on new single and multi-family residential units. A portion of the fee is applied to new park development and a portion is dedicated for the development of indoor recreation facilities.
