A Resolution Approving a Construction Contract Between the Town of Castle Rock and Morton Electric, Inc. for the 2020 Traffic Signal Construction Project

Executive Summary

 

Each year the Transportation Planning and Traffic Engineering Division evaluates the need for a traffic signal at select intersections through an engineering analysis.  Two new traffic signals, located in the west-central portion of Castle Rock, are planned to begin construction in fall of 2020. The signal locations are:

 

        Meadows Boulevard at Cherokee Drive

        Hwy 85 and Liggett Road

The purpose of this memo is to request a recommendation of approval for the selected contractor, and the allocation of funds to complete the signalization of the listed intersection. Morton Electric, Inc. provided the lowest construction bid for signal work at $365,116. Funding for the purchase of the equipment and for the completion of the signal installation is included within the Traffic Signal Capital Improvement budget (Acc. No. 120-3175-431.75-26).

 

The completion of both signals is scheduled for the end of the year. The Town is purchasing certain materials separately and these will be supplied to the contractor for their installation as part of this scope of work.

 

Discussion

 

The Town’s goal for the Traffic Signal Capital Improvement Program is to identify locations that a traffic signal will improve operation, efficiency and safety.  Staff performs engineering evaluations at select intersections on an annual basis in order to make sure these goals are being achieved.  Through the help of the Federal Highway Administration’s (FHWA) Manual on Uniform Traffic Control Devices (MUTCD) staff uses this manual to help aide in determining if a signal is an appropriate means of traffic control at a given location.

 

Attachment B shows the location of the intersections set to be signalized as part of the 2020 construction project.  The completed engineering evaluation suggests that a new signal be recommended at these locations. The total delay and overall efficiency will be improved for vehicles accessing Cherokee Drive and Liggett Road.

 

The following shows the contractor bid results for clarity and illustration purposes.

Three bids were received for this project.  The low bid was checked for accuracy, along with references, and documents reviewed for contract compliance.  It is believed that all contractors that submitted a bid are fully competent to complete the work.  Based on this, staff recommends Morton Electric based on their bid, and quality of referenced work they’ve completed for the City of Greeley.  Construction will be complete by the end of the year.

 

Budget Impact

 

The 2020 budget for the Traffic Signal Capital Improvement account (Acc. No. 120- 3175-431.75-26) has been revised to $588,000 due to various COVID related defer all and reinstatement transfers. This account contains $445,674 of unencumbered funds for traffic signal installations at Cherokee Drive and Liggett Road. In order to help reduce costs and speed up the installation schedule, signal poles, mast arms, vehicle detection systems, as well as the traffic signal cabinets will be ordered, if approved, in advance. After purchasing the necessary materials, the remaining amount in the budget for this project is close to $409,000. The total encumbrance amount needed for the construction contract is $398,000. This total includes a contingency amount of $32,884 (8%). This contract amount is 9% less than the engineering estimate for the project.

 

The total amount requested for the construction contract with Morton Electric in the attached Resolution (Attachment A) is $365,116.

 

Staff Recommendation

 

Staff recommends that the Public Works Commission forward a recommendation of approval to Town Council for a resolution to contract with Morton Electric for the completion of the 2020 traffic signal construction projects.

 

Proposed Motion

 

“I move that the Public Works Commission recommend that Town Council approve the attached Resolution as introduced by title.”
