The Ordinance was approved on first reading on September, 2020 by a vote of 6 to 0 with no changes.

 

Executive Summary

 

Town staff provided an overview of the Proposed 2021 Budget to Town Council and the community at the August 18, 2020 Council meeting. At this meeting, the Town Manager gave an overview of strategic budget priorities along with a review of departmental requests and emerging issues that affect long-term planning for Castle Rock. Additionally, individual meetings occurred between the Town Manager and Council members to review budget requests included in the Proposed 2021 Budget.

 

Castle Rock Water will present proposed rates and fees for Council consideration at tonight’s meeting. Service contract amounts for 2021 are also being presented tonight and are included in the 2021 Budget.

 

On July 16, 2020, Town staff held a virtual open house to discuss Proposed 2021 Budget considerations with Castle Rock citizens, viewable at CRgov.com/2021Budget. Five people submitted comments prior to the open house, and four people in attendance on July 16 asked several questions. Feedback received was consistent with the Town’s budget priorities. Respondents identified public safety, transportation, parks and long-term water as their funding priorities. Staff fielded and responded to questions about water rates, Police wellness activities and the Town’s response to COVID-19.   

 

The Proposed 2021 Budget is being presented tonight on first reading, with second and final reading planned at the September 15, 2020 Town Council meeting. Public hearings/public input on the proposed budget will be conducted at both meetings. Readings of a resolution approving the 2021-2025 Balanced Financial Plan, a resolution approving the 2021-2025 Five-year Capital Improvement Plan, and first reading of an ordinance levying property taxes for the year 2020, for 2021 collection, are also planned for the September 15, 2020 meeting. 

 

The ordinance to adopt the budget (Attachment A), the 2021 Budget Message (Attachment B) providing an explanation and summary of the proposed budget and major issues, and the presentation slides used in tonight’s presentation (Attachment C) are attached to this memo. The complete Proposed 2021 Budget, along with revenue and expenditure detail and a budget-in-brief document, is available on the Town’s website at CRgov.com/2021Budget.

“I move to approve on second reading an ordinance adopting the 2021 Budget for the Town of Castle Rock, Colorado.”
