The high growth nature of Castle Rock results in numerous and diverse questions from individuals seeking information about existing conditions and future plans. All community development activity information is located on the Town website under the Development Activity Map link.

 

Development activity appears to remain similar with past years. Permit activity remains steady and homebuilders and commercial builders remain active.

Canyons South Lot Line Adjustments

 

 

The Town received a referral from Douglas County regarding a 2nd amendment to Canyons South Filing 1A request for a lot line adjustment and dry utility easement vacation and dedication. Amendment 1 of the Canyons South dedicated a 15’ utility easement adjacent to the ROW across all lots. The easement was to be shared by all dry utility providers. The 2nd amendment proposes to vacate the 15’ utility easement on all lots and dedicate a 10’ utility easement adjacent to the ROW and an additional 10’ utility easement adjacent to the rear property line to allow better separation between the dry utilities and give an additional 5’ in the front to stage trees and landscaping. This project is in unincorporated Douglas County.

2.                     Pre-Application Meeting Requests:

Landscape Material Sales

 

 

A pre-application meeting request was submitted seeking information on application and submittal requirements for a Site Development Plan for a retail landscaping material business at 379 Alexander Place. The property is located within the Cooper Hook Planned Development, north of the Montana Vista office building. The property is subject to the Town’s residential/non-residential interface regulations and will require public hearings before Planning Commission and Town Council. The proposal is located in Councilmember Townsend’s District.

 

Limelight Replat

 

A pre-application meeting request was submitted seeking information on application and submittal requirements for the replat of a commercial lot in the Meadows. Two buildings currently sit on the lot and are addressed as 3980 & 3982 Limelight Ave respectively. The replat would divide the lot into two, with one building on each lot. No new construction is proposed with the replat. The proposal is located in Councilmember Bracken’s District.

 

Montaine Residential Entry Sign

 

 

A pre-application meeting request was submitted to add a double-faced monument sign at the southwest corner of Crystal Valley Parkway and Plum Creek Boulevard. This sign will serve as a gateway to the residential portion of the Montaine community to the south. Timing of the project is unknown at this time. The proposal is located in Councilmember Teal’s District

 

Promenade Multifamily Rezone

 

 

A pre-application meeting request was submitted seeking information on application and submittal requirements for amending Promenade Block 3A zoning to allow multifamily. Block 3A is a 15 acre site located generally in the center of the Promenade development at the north corner of Promenade Parkway and Castlegate Drive. The applicant is proposing approximately 290 apartment units, in 4-5 buildings that are 3-5 stories high on approximately 10 acres.  In addition, the proposal includes 40,000 square feet of office space, 22,000 square feet of retail and restaurant, 2 different public gathering spaces, and a 2 level parking deck on the remaining 5 acres. The applicant is also proposing to dedicate approximately 42.8 acres of land on the east side of I-25 to the Town as Open Space. Timing of the project is unknown. The proposal is located in Councilmember Townsend’s District.

o                     Retail building, site and building construction, located west of Sam’s Club on the east corner of Promenade Parkway and Factory Shops Blvd. intersection.

o                     Sleep Number, site construction for 4,000 square foot building located on east side of Promenade Parkway, just south of Verizon building.

o                     Shake Shack, site plan review for restaurant located on east side of Promenade Parkway, just south of Verizon building.

o                     Town Center:

§                     Two 10,000 square foot retail/restaurant buildings, site plan review, located at the west corner of Meadows Parkway and Meadows Boulevard.

§                     Colorado Early Colleges, site construction for parking lot improvements for existing school building located at 3565 Celestial Avenue.

§                     Construction for converting the right-in only to a right-in/right-out access for Ambrosia Street at the Meadows Boulevard intersection.

§                     Mixed-use, building and site construction for a restaurant and 111 multi-family residential units in a four-story building located at the northeast corner of Bilberry Street and Mercantile Street.

§                     Park area construction, located between Viridian and Saffron Streets.

§                     Viridian and Saffron Streets proposed to be signed and striped for one-way traffic.

§                     Ubergrippen, site and construction plans for 18,000 square foot indoor climbing wall facility, located on Bilberry Street south of Mercantile Street including a trail connection to the tunnel under Meadows Boulevard.

o                     Bridge and access road, plat and construction documents, connection of the roundabout on North Meadows Parkway south and then east crossing Plum Creek.

o                     Castle View High School addition, site construction of building expansion, located at North Meadows Drive and Butterfield Crossing Drive.

o                     IREA Substation, site construction, located east of Castle View High School and ACC Collaboration Campus.

o                     Lot grading, retaining wall and waterline construction plan review, located on vacant commercial lot north of the AMC theatre.

o                     Meadows Family Eye Care office building, site and building construction, located at Prairie Hawk and Dacoro Lane.

o                     Ms. Amy’s Tot Academy, site plan to amend an existing small in-home day care to a large in-home day care to allow 6 additional children (from 6 to 12), located at 2893 Deerfoot Way

o                     The Leaning Experience, site plan and construction plan review for a 10,000 square foot, single-story daycare center to be located on Meadows Boulevard between Springbriar Drive and Shane Valley Trail.

o                     Water line, construction adjacent to North Meadows Parkway between State Highway 85 and East Plum Creek.

o                     Pond Improvements, construction plan review for improvements to a large existing pond adjacent to Prairie Hawk, south of Low Meadow.

o                     Encore, site plan review for establishing a common sign plan under review, building construction, northeast corner of Wilcox and South Streets.
