Resolution Approving the Town of Castle Rock Design Services Agreement with Short Elliott Hendrickson, Inc. for the Colorado Front Range Trail at Castle Rock

Executive Summary

 

Approval is requested for a Resolution (Attachment A) awarding a Design Services Agreement (Exhibit 1) to Short Elliott Hendrickson, Inc. (SEH) for the design of the Colorado Front Range Trail at Castle Rock. The design project will be funded through the Conservation Trust Fund Account in the amount of $486,063, plus a 10% Town-managed contingency in the amount of $48,606 (total costs not to exceed $534,669).

 

The design will include approximately 5 miles of trail (Attachment B) located in three separate areas of Castle Rock in the Montane (Attachment C), Terrain (Attachment D) and Cobblestone Ranch (Attachment E) neighborhoods. This project will substantially complete the Town’s portion of the Colorado Front Range Trail in Castle Rock.

 

The scope of work will include design engineering, surveying, environmental and geotechnical services for the East Plum Creek and McMurdo Gulch Trail Design. Final design is anticipated to be complete by September 15, 2021.

 

Notification and Outreach Efforts

 

The project is located within Town-owned open space and easements. Staff will provide notifications via direct mailings to adjacent property owners, news releases and social media postings, as needed. Project details and updates will be provided on CRgov.com.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

This project was identified in the 2015 Castle Rock Parks and Recreation Master Plan.

 

On March 27, 2019 the Parks and Recreation Commission endorsed that Town Council sign the Letter of Support as part of the Town’s Concept Paper submission to the Great Outdoors Colorado (GOCO) Connect Initiative Grant Program for the Colorado Front Range Trail Project in Castle Rock, item PRAC 2019-010.

 

On July 16, 2019 the Town Council approved Resolution No. 2019-08, supporting the grant application through Great Outdoors Colorado (GOCO) Connect Initiative Grant Program and the completion of the Colorado Front Range Trail Project in Castle Rock.

 

On July 15, 2020, the Parks and Recreation Commission unanimously endorsed the resolution approving this services agreement, item PRAC 2020-014.

 

Discussion

 

The Colorado Front Range Trail is a statewide-envisioned network, which will eventually travel along Front Range communities from New Mexico to Wyoming. Within Castle Rock, the proposed trails will eventually connect with Colorado Springs to the south and the Cherry Creek Regional Trail and Chatfield State Park to the north.

 

In 2019, the Town was awarded a Great Outdoors Colorado (GOCO) Connect Initiative Grant in the amount of $2 million for construction. The project will be further supported through various partnerships. With Town staff taking the lead, the proposed team will also include Douglas County, Starwood Land Ventures, LLC (the developers of Terrain), Toll Brothers, Inc. (the developers of Montane), the Douglas Land Conservancy and the Colorado Agricultural Leadership Foundation.

 

The Town issued a Request for Proposals (RFP) through Rocky Mountain BidNet and eight responses were received.  A selection committee ranked each proposal based on a weighted set of criteria included in the RFP document. The eight fee schedules ranged from $178,360 to $988,461. The significantly low bid provided by Rodney D. Burrows and Associates did not meet the requirements of the RFP. The top ranked firm in terms of qualifications, response to scope of work, understanding of project and team experience was SEH, whose proposal represented the best overall value for the services requested.

Funds for this design services agreement will be charged to the Conservation Trust Fund Account. Total project costs, including a Town-managed contingency, are $534,669 and will be expensed to account item number # 122-5475-454.75-18 in an amount up to $534,669.

 

Staff Recommendation

 

Staff recommends that Town Council considers approving the resolution awarding a Design Services Agreement to SEH, Inc. for the Colorado Front Range Trail at Castle Rock in the amount of $486,063, plus a 10% Town-managed contingency in the amount of $48,606, for a total project authorization of $534,669.
