Executive Summary
In response to the COVID-19 pandemic, Town Council asked staff to research the possibility of withdrawing from the Tri-County Health Department (TCHD) and forming a municipal public health agency for the Town of Castle Rock. This staff report is included in ATTACHMENT A. This report was provided to Dr. John Douglas, Executive Director of TCHD. Town staff has been unable to meet with TCHD representatives to review this information.
On July 8, 2020, Douglas County stated its intent to withdraw from TCHD in order to form a County health agency. Note that the attached staff report was prepared before this decision which may affect this discussion.
At this time, staff is seeking further direction from Town Council on how to proceed with the inquiry regarding formation of a municipal health department.
