Executive Summary

 

As Council will recall, the federal CARES act provided funding for a number of purposes, including direct reimbursement funding to States and municipalities with a population over 500,000. Neither Douglas County nor Castle Rock were direct recipients of this funding. However, the State has made an allocation to the counties that did not receive direct reimbursement eligibility. Douglas County has been working with other eligible municipalities to move this reimbursement process forward and meet eligibility deadlines. Significantly, these funds are only allowed for certain COVID-19 reimbursement uses, not for the loss of revenue. The Department of Local Affairs (DOLA) will administer the State funds that Douglas County will be eligible for, and our requests for reimbursement will need to flow through Douglas County to DOLA.

 

As part of this process Town staff has been diligently working to assemble the necessary documents to demonstrate eligible expenses for reimbursement.

 

The first step in this process is the Mayor’s signature, after approval by Town Council, of the attached Collaboration Agreement among the County municipalities. This agreement must be executed and in place by the end of next week so that the County can submit it to DOLA and claim eligibility for the approximately $30 million that will go to the County and County municipalities. The Castle

Rock share would be approximately $3.4 million for eligible reimbursement expenses. The County is retaining approximately $12 million for county wide services to include contact tracing and testing - a clearly eligible expenses that is viewed as a necessary public health function benefiting all County residents.

 

Recommended Motion

 

I move to authorize the Mayor to execute the Collaboration Agreement Regarding the Distribution of Coronavirus Aid, Relief and Economic Security (CARES) Act funds to County and local governments and further authorize staff to implement the necessary items pursuant to the Agreement.
