Resolution Ratifying and Approving the Recommendation by the Town Manager for the Director of Development Services for the Town of Castle Rock

Executive Summary
I am very pleased to recommend for Town Council ratification, the appointment of Tara Vargish as the Town’s new Director of Development Services.
Prior to coming to Castle Rock, Tara worked as a Chief Civil Engineer in Middletown, RI, then as Project Manager for development projects in Providence, RI. Tara received her Bachelor’s degree in Civil Engineering and Master’s degree in Environmental Engineering from Vanderbilt University, TN.
In 2010, Tara was hired by the Town of Castle Rock Development Services Department as a Project Manager, and was promoted to Assistant Director of Development Services in 2015. Tara has been instrumental in numerous development projects, including the Castle Rock Adventist Hospital, Rink at the Rock, Philip S. Miller Park, and Promenade at Castle Rock. Tara also contributed significantly to the 2030 Comprehensive Master Plan, Your Town Academy - Your Town Character Night, and a comprehensive update of Town land development codes. Tara brings strong engineering credentials to her position, very strong project management experience and extensive familiarity with all aspects of our Development Services department.
Tara has served as the Interim Director of Development Services previously while the Director was absent on extended leave, and since April 2020 when the previous Director retired. A national search for the Director position was conducted, and we received numerous qualified applications indicating the strength of our award-winning department and the desirability of Castle Rock. Through the interview process, Tara stood out as the best qualified candidate and was the clear choice for our community, demonstrating her energy, expertise, enthusiasm for the development profession, and desire to take Castle Rock Development Services to even higher achievements.
We are confident that Tara will be an outstanding Development Services Director and member of the Town’s leadership team; and on behalf of the Town staff, we all look forward to working with Tara.
