Executive Summary

 

The nationwide recruitment for Castle Rock’s next Town Attorney has been underway since February. Council and others had the opportunity to interview four finalists for the position on May 28 and 29. Council discussed those candidates during its executive session on March 29 and instructed staff and consulting firm Peckham and McKenney to begin negotiations with a candidate of choice.

 

The Town Attorney Employment Agreement with Michael J. Hyman that is presented herein is the outcome of those negotiations. This item is scheduled this evening so that Council can discuss and take action on the agreement with Hyman, which would be effective July 1, 2020.

 

Discussion

 

Four finalists for the Town Attorney position participated in an on-site interview process May 28 and 29, which included formal interviews with Council, department directors and Town staff; and a “Meet and Greet” session with Council members and Town staff.

 

In addition to observations from their own interviews with the candidates, as well as of the materials those candidates submitted, Council received debriefings from the other interview groups during their discussion of the candidates. Hyman, who has been a practicing municipal attorney for over 34 years including extensive experience with the City of Aurora and is currently the Deputy City Attorney for the City and County of Denver, CO, emerged from the process as Council’s candidate of choice.

 

The Council-authorized negotiation team consisting of Town Manager David L. Corliss, Andrew Gorgey of Peckham and McKenney, and the current/retiring Town Attorney Bob Slentz subsequently began contract negotiations with Hyman, which resulted in the agreement that is being presented tonight.

 

The agreement offers benefits including defined retirement contributions; vacation and sick leave; health and life insurance; and automobile and cell phone allowances. It affords Hyman professional development opportunities and provides that Town Council will review his performance annually, at which time his compensation may be increased. Hyman must reside in Castle Rock not later than December 31, 2021, per the agreement.

 

If Council approves the agreement, Hyman will begin work in Castle Rock on July 1.
