Executive Summary

 

The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects.  In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).

 

Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future.  The Town’s Development Activity map provides information on staff-reviewed applications and applications already approved by Town Council.  Those applications can be found at:  CRgov.com/developmentactivity. <https://gis.crgov.com/maps/IYBY.html>

 

New Applications

 

The Learning Center Meadows F11 (SDP20-0023):  Castle Rock Development Company, on behalf of Aspirant Development, submitted a Site Development Plan (SDP) for a 10,000 square foot, single-story daycare center to be located on Meadows Boulevard between Springbriar Drive and Shane Valley Trail.  An outdoor play area will be located in the rear yard.  There will be two access points to the site.  The applicant intends to subdivide the property into two lots.  A cross access easement and parking agreement between the two lots will be implemented.  This site plan is subject to the Residential/Non-Residential Interface regulations.  Public hearings will be required before Planning Commission and Town Council.  The property is located in Councilman Jess Loban’s district.

 

Abundant Life Assisted Living Use by Special Review/Site Development Plan (UBSR) USR20-0001:  Staff received a UBSR application from Abundant Life Assisted Living to increase the number of beds from 9 to 12.  There are no exterior changes proposed.  The only proposed change is from live-in staff to staff that works a shift and leaves.  Located at 1473 Rosemary Drive in Red Hawk Planned Development.  The project is located in Councilmember Bracken’s district
