Executive Summary
The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects. In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).
Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future. The Town’s Development Activity map provides information on staff-reviewed applications and applications already approved by Town Council. New Applications
Founders Market Place Medical Office Building Site Development Plan (SDP20-0020): Davis Partnership Architects, on behalf of Founders MOD LLC, submitted a commercial Site Development Plan (SDP) for a 69,000 square foot lot located in the northeast quadrant of Founders Parkway & State Highway 86. The SDP proposes a one-story 13,500 square foot medical office building to house five tenants: a veterinarian, an optometrist, a general dentist, a pediatric dentist, and an orthodontist. At this time, due to an ongoing discussion regarding a completion clause in the zoning, the SDP will require public hearings before the Planning Commission for review and recommendation and Town Council for review and final decision. The property is located within Council member James Townsend’s district.
Founders Vista Site Development Plan (SDP20-0026): Barbara Lincoln and 176 M LLC submitted a Site Development Plan (SDP) for a 567-unit residential development within the Memmen Young Planned Development. The Site Development Plan proposes 353 single-family homes and 214 paired homes. The proposed development is 170.1 acres in size of which 87.2 acres is proposed to be open space. The proposed Site Development Plan is contingent on the approval of the Memmen Young Infill Planned Development Major Amendment (currently in process) and the annexation of a 5-acre parcel. The project is located within Councilmember Teal’s district.
Gateway Mesa Annexation (ANX19-002): The Town of Castle Rock has initiated the annexation of 199 acres of Town owned Open Space that is within unincorporated Douglas County. The property is located south of Highway 86 and east of Founders Village. The proposed zoning will be Public Land 2 (PL-2) which will maintain the open space and trail uses on the property. The reason for the annexation is to include Town owned property into the Town of Castle Rock.
