Resolution Amending Town Council Meeting Special Procedures During Declared Disasters Policy

Executive Summary
On March 17, the Town Council adopted Resolution 2020-040, allowing for electronic and remote Town Council meetings via policy. The Policy limited Council action to legislative matters.
There are multiple quasi-judicial matters that have been postponed or are pending due to the pandemic. The Town strives to continue to provide excellent customer service and perform Town functions in an efficient and expedited manner. Town Council’s ability to conduct quasi-judicial public hearings is necessary in certain circumstances.
The Resolution (Attachment A) amends the Town Council Meeting Special Procedures During Declared Disasters Policy (the “Policy”) (Exhibit 1) to allow quasi-judicial public hearings, with written authorization from the applicant. As highlighted in the attachment, there are other clarifications made to the Policy.
Town staff recommends adoption of the Resolution amending the Policy.
