Executive Summary

 

The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects.  In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).

 

Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future.  The Town’s Development Activity map provides information on staff-reviewed applications and applications already approved by Town Council.  Those applications can be found at:  CRgov.com/developmentactivity. <https://gis.crgov.com/maps/IYBY.html>

 

New Applications

 

Greystone Villas Site Development Plan (SDP20-0015) - The applicant, Norris Design has submitted a SDP application for a 5 townhome project located west of the intersection of S. Gilbert Street and Baldwin Ranch Road.  The application will require public hearings with the Planning Commission and Town Council.  The project is located within Mayor Pro Tem Jason Bower’s District.

 

USPS Retail Only Facility (SDP20-0022) - The applicant, Quattro Castle Rock, is proposing a new retail-only development on the site of the Dairy Queen, Ent Credit Union and Wells Fargo location in Downtown Castle Rock.  The proposal is for a 5,380 square foot structure.  The project will require a public hearing in front of the Design Review Board and is located within Mayor Pro Tem Bower’s District.

 

Encore Common Sign Plan (SDP20-0024) - Arthouse Design has submitted a common sign plan SDP for the Encore Project.  The plan will identify all signage on the site to be implemented in a cohesive manner with respect to sizes, and design aesthetics.  The SDP for the sign plan will require a public hearing in front of the Design Review Board.

 

620 2nd Street Garage Project (HIS20-0001) - The applicant, Jodie Anderson, is requesting approval to demolish an existing garage and build a new 1000 square foot garage on the 620 2nd Street site.  This application will require a public hearing in front of the Historic Preservation Board.
