Resolution Approving Town Council Meeting Special Procedures During Declared Disasters

Executive Summary
Due to the Declaration of a Disaster, it may not be practical or in the public interest for the Council and the public to gather at a physical setting given federal and state agencies social distancing recommendations.
The Resolution enables Town Council to adopt a policy that allows for both telephonic and web-based council meetings, if deemed necessary during this COVID-19 Declared Disaster. Pursuant to the Electronic Participation portion of the Policy, some members of Council may phone-in to otherwise in-person Council Meetings. The Policy further allows for participation and voting in legislative matters by the phone-in members of Council.
Additionally, this Policy provides the mechanism for fully virtual meetings (referred to as “Connected Meetings“ in the Policy), where both Town Council and public participants would utilize an on-line and telephonic platform, ensuring the public has adequate ability to participate in the meeting while Council conducts business. Again, the Policy provides for participation and voting in legislative matters by all remote-access members of Council.
Town staff recommends the adoption of the Resolution and Policy regarding Town Council Special Procedures During Declared Disasters.
