Executive Summary

 

The purpose of this memo is to request Council approval of a resolution approving an intergovernmental agreement (IGA) with the Pinery for treatment of wastewater generated in the Canyons South development (see Attachment A).  By separate IGA, Castle Rock is agreeing to provide wastewater service to the Canyons South development (Crowfoot Metro Districts 1 and 2).  In accordance with this IGA, Castle Rock will provide wastewater service to Canyons South including managing the collection system, billing customers, and replacing infrastructure in the future.  Wastewater generated in Canyons South will be collected and sent to the Pinery for treatment.  Castle Rock will get treatment services from the Pinery in a manner very similar to what is done in Cobblestone Ranch.  The Crowfoot Metro District have already purchased treatment capacity and have an ongoing agreement with the Pinery to maintain this treatment capacity until it is transferred to Castle Rock as part of our agreement to provide wastewater services to the development.  Additional details on the agreements are provided in Attachment B.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

On January 22, 2020, Castle Rock Water (CRW) Commission unanimously recommended Council approval of the IGA between Pinery and Castle Rock for treatment of wastewater generated in the Canyons South development.

A full discussion of this IGA and the related agreements is provided in Attachment B.

 

Budget Impact

 

There will be no significant impact to the budget as revenues will be collected to cover the costs of service.  Monthly wastewater service charges will be collected from customers in Canyons South.  An extraterritorial service charge of 25% will be included to cover the cost of service to this development.  These revenues will cover the costs of owning and operating the collection system and receiving wastewater treatment services from the Pinery.  In addition, an equipment surcharge of $412 will be charged for each new house in the development.  

 

Staff Recommendation

 

Staff recommends approval of the IGA with the Pinery for wastewater treatment services in the Canyons South development.
