Executive Summary
The Council Community Grant Program (CCGP) has an annual budget of $8,000 funded by the Town Council Non-profit Grants account in the General Fund. The Town disburses funds for the grants quarterly in $2,000 increments to non-profit organizations within the Castle Rock community. Individual grants cap at $500 per request. The Town of Castle Rock Finance Department receives the applications, reviews them for eligibility, and presents the grant requests to Town Council.

The memo intends to present four applications to Council for consideration and approval.
Discussion
The General Fund acts as the source of monies for the Council Community Grant Program. Specific non-profit organizations for community-based projects receive CCGP funds. Organizations may apply on an as-needed basis, and staff reviews applications quarterly.
Eligible project areas for CCGP include projects that contribute to Castle Rock’s “quality of life” with special emphasis on programs and activities for:
• Youth
• Seniors
• Community based environment and sustainability
• Community based performing and visual arts
Qualifying applications not approved in the previous quarter would remain eligible for approval upon resubmission by the applicant, if the request remains valid upon the next quarterly review.
Attachment B lists organizations and the amounts awarded for the 2017-2019 Council Community Grant Program.
Brief Overview of Application:
Littleton Community Music Association dba Castle Rock Orchestra, $500 - The orchestra, an affiliate of Littleton Community Music Association, requests funds to purchase music for an affordable and family-friendly concert season that starts May 3 with the music of John Williams’ movie scores such as Star Wars, Raiders of the Lost Ark, and E.T. and includes a holiday, winter and spring series.
Eligible Project Area: Community-based performing visual arts programs and activities
Castle View High School After Prom, $500 - The committee requests funds for food, prizes and venue, Bowlero, immediately following prom for students to attend a safe, secure, supervised and fun event.
Eligible Project Area: Youth programs and activities
Douglas County High School After Prom, $500 - The committee requests funds for a drug and alcohol-free chaperoned event for over 500 students to attend at Douglas County High School as a fun and safe alternative in the hours after prom ends.
Eligible Project Area: Youth programs and activities
Parkinson Association of the Rockies - Castle Rock Branch, $500 - The branch recently formed so patients, caregivers and their families no longer have to travel out of the Town to monthly meetings for support and resources. With 20 attendees at the first meeting and the anticipation of more members, the group requests funds for provisions for monthly meetings, a potluck picnic, a Christmas potluck and office supplies for communications and educational materials.

Budget Considerations
The 2020 budget includes $8,000, $2,000 available for each quarter, in the Town Council Non-profit Grants account in the General Fund for the 2020 Council Community Grant Program.
Staff Recommendation
Staff recommends that Council approve the following awards to the non-profit organizations presented in this grant cycle.
