Resolution Approving a Construction Contract between the Town of Castle Rock and Jalisco International, Inc., for the Plum Creek Parkway Roadway Widening & Roundabout Improvement Phase 1B Project

Executive Summary

 

The purpose of this memo is to request Town Council to approve a Resolution approving a Construction Contract (Attachment A) with Jalisco International, Inc. for the Plum Creek Parkway Roadway Widening & Roundabout Improvement Project. The work includes installation of new storm sewer pipe, drainage inlets and manholes, constructing roundabouts at Gilbert Street and Eaton Street, constructing two new eastbound lanes, and replacing the pavement on the existing lanes between Gilbert and Eaton. There will be new sidewalk along the south side of the roadway with Rectangular Rapid Flashing Beacons (RRFB) at all pedestrian crossings. The project has a retaining wall along the back of the sidewalk in the eastern portion, and patterned concrete for median cover. The attached map identifies the project location with the phasing schedule (Attachment B).

 

Discussion

The design for the full widening from Gilbert Street to Ridge Road is complete. The widening work will be completed in two different phases. The first phase (phase 1B) is between Gilbert and Eaton streets. The second phase (phase 2) is between Eaton Street and Ridge Road, and is currently being recommended to be constructed in 2021.

 

We are currently in the process of finalizing the acquisition of the necessary right-of-way (ROW) for phase 1B of the widening, which is scheduled to start in mid to late March. The timing of the completion of this acquisition is estimated to be completed prior to the start of construction. Construction would be restricted to all Town properties until final acquisitions, should this be necessary. Construction of this package will take place during the spring, summer and fall months and is scheduled to be complete by the end of October 2020.

 

The Invitation for Bid was advertised on BidNet in December, 2019. Bids were opened January 23, 2020. The summary of bids received are located in the “Financial Impact” section below.

 

Notification and Outreach Efforts

Staff has developed a specific Communication Plan (Attachment C) to ensure that residences and businesses will understand construction impacts and how this may affect access to individual businesses and residences. Public outreach will occur in numerous forms such as; 1) Town newsletters, 2) HOA mediums such as newsletters, 3) Town social media, 4) Door notification, 5) Press releases, 6) Town’s web site and others. Residents and businesses will be notified of actual dates that work is to be completed adjacent to their properties, and traffic control plans will be developed and managed to ensure worker and public safety.

 

Schedule

Staff expects to issue the Notice to Proceed March 16, 2020 with a 225 calendar day contract giving an estimated completion date of October 27, 2020.

 

Financial Impact

The construction cost has been included in the project’s 2020 budget and will be expensed as follows:

 

Account Number 135-3175-431.77-05 (Development Fees) Plum Creek Pkwy Widening in the amount of $4,405,493 plus a Town managed contingency of 10% for a total cost of $4,846,042.

 

Account Number 135-3175-431.78-82 (Development Fees) Gilbert St. and Eaton St. Roundabouts in the amount of $902,330 plus a Town managed contingency of 10% for a total cost of $992,563.

 

Account Number 120-3175-431.40-35 (Sales Tax) Plum Creek Pkwy reconstruction (replacement of existing pavement) in the amount of $889,583 plus a Town managed contingency of 10% for a total cost of $978,542.

 

For a Total project encumbrance of $6,817,147
