Discussion/Direction: Relocation of TWL #1 and 2020-2021 Douglas County Art Encounters Update

Executive Summary

 

Encore, the latest development project in Downtown Castle Rock, is now underway just south of Town Hall. The project will include a seven-story building with retail, office and residential space and parking. Due to the construction, an Art Encounters piece installed at Town Hall will need to be relocated by the end of this month. The artist of the piece, TWL #1 (Attachment A), has provided his okay to move the piece and instructions to prevent damage (Attachment B).

 

Staff now recommends that the Commission selects a new location for the sculpture. Existing and available pedestals are located at Butterfield Crossing Park in The Meadows and at Triangle Park at 804 Sixth St. Another location option would likely be 240 Wilcox Street, where Eye Heart U was installed a few program years ago; staff would need to verify Town-ownership of the location, as well have Public Works review any installation’s affect on vehicle site lines.

 

Kimberly Smith of Douglas County recently provided an update on Art Encounters (Attachment C). The County has yet to post a Call for Entries for the 2020-2021 program due to contract authorization issues with WESTAF, who manages Café - the call for art entries software utilized to obtain submissions. In the event that WESTAF is not willing to concede requested contract changes, the County is researching alternatives.

 

More details related to next year’s Douglas County Art Encounters will be provided to the Commission when available. Town Hall as a display location will unfortunately not be accessible during the 2020-2021 program.
