Executive Summary
The Council Community Grant Program (CCGP) has an annual budget of $8,000 funded by the Town Council Non-profit Grants account in the General Fund. The Town disburses funds for the grants quarterly in $2,000 increments to non-profit organizations within the Castle Rock community. Individual grants cap at $500 per request. The Town of Castle Rock Finance Department receives the applications, reviews them for eligibility, and presents the grant requests to Town Council.

The memo intends to present three applications to Council for consideration and approval.
Discussion
The General Fund acts as the source of monies for the Council Community Grant Program. Specific non-profit organizations for community-based projects receive CCGP funds. Organizations may apply on an as-needed basis, and staff reviews applications quarterly.
Eligible project areas for CCGP include projects that contribute to Castle Rock’s “quality of life” with special emphasis on programs and activities for:
• Youth
• Seniors
• Community based environment and sustainability
• Community based performing and visual arts
Applications not approved in the previous quarter would remain eligible for approval upon resubmission by the applicant, if the request remains valid upon the next quarterly review.
Attachment B lists organizations and the amounts awarded for the 2017-2019 Council Community Grant Program.
Brief Overview of Application:
American Legion Post 1187, $500 - To promote their four pillars grounded in patriotism and honor, funds would go directly back to the community for new flags for the Town, new uniforms for their Honor Guard, area relocation for homeless veterans, and to send high school students to Boys and Girls State to learn how local, state and national government works.
Eligible Project Area: Youth and Senior programs and activities
Castle Rock Band, $500 - The all-volunteer band that spans all age groups requests funds to cover costs for rehearsal space at Faith Lutheran and to borrow music from the Chatfield Lending Library. The band performs in various venues throughout the Town of Castle Rock at no charge to the community.
Eligible Project Area: Community-based performing visual arts programs and activities
Renaissance Secondary, $500 - As an extension of learning about sustainable cities, funds would benefit the entire district for projects like a greenhouse or outdoor classroom where other Douglas County School District students can learn as well as produce vegetables and fruit to donate to the homeless.
Eligible Project Area: Youth and community based environment and sustainability programs and activities
Budget Considerations
The 2019 budget includes $8,000, $2,000 available for each quarter, in the Town Council Non-profit Grants account in the General Fund for the 2019 Council Community Grant Program.

Staff recommends that Council approve the following awards to the non-profit organizations presented in this grant cycle.
