Executive Summary

 

In March 2019, Town Council directed staff to proceed with plans to demolish the Town-owned building at 1469 Columbine Drive, the previous location of the Town’s Facilities Division. This memo is intended to provide an update regarding this project and no Council action is required at this time.  For reference, below is a map of this site located in Councilmember Bower’s district (District 4).

 

 

 

 

 

 

 

Discussion

 

The facilities at 1469 Columbine Drive served many purposes for the Town of Castle Rock, including water production, a fire station, and home to the Town’s Facilities Division.  Below are recent pictures of the facility for reference.

 

 

 

The property has been vacated at this time, except for use as a staging area related to improvements taking place on Gordon Drive.  As directed by Town Council in March, staff is currently planning to demolish the existing structures, including the asphalt and concrete parking areas.  Demolition remains the recommended direction with this site for the following reasons:

 

                     The facility is no longer necessary for Town services - the Facilities Division has relocated to the recently constructed Central Service Center and Castle Rock Water is not in need of a water production facility at this site

                     The structure, used for Town departmental purposes, is not a consistent use within the neighborhood of single-family and paired residences

                     The current property is in need of landscaping and building improvements that include parking lot resurfacing, skylight replacement, exterior painting, and interior remodeling would likely be required depending on what use the facility would serve - depending on the scope of renovations, it may be cost prohibitive to repurpose this facility

 

Future plans for the site include transitioning the property to an open area for the community.  Staff is considering options for this site ranging from a low maintenance lot with native seeding to a space with some amenities such as benches, walking path, etc.  Design goals include minimizing irrigation and maintenance needs while providing space that will be beneficial to the neighborhood.  Note that the existing well head that is located on the property will remain accessible for ongoing aquifer monitoring and reporting.

 

Current planning is for this site to be transitioned in 2020.  The projected timeline is shown below for reference:

 

                     December 2019: Complete required asbestos testing and finalize bidding for demolition

                     January/February 2020: Hold neighborhood meeting

                     March 2020: Complete site demolition and present design proposal to Town Council for approval

                     April - September 2020: Transition site to open space area (timeline may vary depending on site design)

 

Council will be provided another update, including design plans, prior to renovation of the site.  This memo is intended to provide a status update only and no Council action is required at this time.

 

Budget Impact

 

The 2019 Budget includes $100,000 for this project in the General Long-term Planning Fund, which is funded by building use tax revenues.  The estimate for demolition costs, including the required asbestos survey, is roughly $65,000.  Additional funds may be necessary in order to repurpose the site once demolition is complete.
