Executive Summary
Castle Rock Water is seeking Town Council approval of a Resolution (Attachment A) awarding a Services Agreement (Exhibit 1) to Olsson, Inc. for the East Plum Creek (EPC) Reach 5 Phase II Stabilization Project in the amount of $261,284, plus a 10% Town-managed contingency in the amount of $26,128, for a total project authorization of $287,412. This project is funded through the Stormwater, Water Resources and Wastewater Enterprises and is located near the Plum Creek Water Purification Facility (PCWPF) and the Town’s Central Service Center. The scope of work generally includes survey, alternative analysis, preliminary and final design, environmental permitting and FEMA Conditional Letter of Map Revision (CLOMR) approval for stream stabilization improvements. Channel stabilization is key for long-term protection of critical water and sewer infrastructure. Reach 5 Phase II is generally located east of I-25 approximately 800’ downstream of the existing pedestrian crossing to the Town limits approximately 700’ upstream of the crossing (Attachment B). Engineering services are anticipated to be complete by December 31, 2020; however, federal permitting is not expected to be obtained until 2021.
This project is part of a broader effort to address legacy Stormwater needs in the Town. Castle Rock Water is working on a Stormwater bank loan for $9.5M to be taken in 2020 to address these needs.
Notification and Outreach Efforts
The project is located within Town owned open space. Staff will provide notifications via direct mailings to adjacent property owners, news releases and social media postings, as needed. Project details and updates will be provided on CRgov.com/water.
History of Past Town Council, Boards & Commissions, or Other Discussions
This project was identified in the East Plum Creek Watershed Master Plan Preliminary Design Report (Master Plan), adopted by Council through Resolution No. 2009-03 on January 6, 2009.
Discussion
The Town has multiple objectives to be achieved through channel stabilization along Reach 5 of EPC that include but are not limited to:
• Preserve and enhance the riparian and wetland corridor by incorporating more natural designs and features where possible that complement the natural and geological environment.
• Reduce channel slope and erosive velocities to restore a sustainable channel system for water quality and flood control.
• Protect existing infrastructure, including the CR-1 Diversion, sanitary sewer interceptor, EPC trail and adjacent property, by reducing channel erosion and migration during flood events.
• Restore original design grade above sanitary sewer interceptor, to the extent practicable.
• Minimize magnitude of construction impacts by protecting existing trees and vegetation where possible.
• Identify opportunities for permanent maintenance access from the existing trail to proposed channel improvements that fits the existing and constructed riparian corridor.
• Secure federal approvals for floodplain, endangered species and wetland impacts in a cost effective manner while ensuring environmental compliance and reducing public hazards.
• Incorporate additional stakeholder input as warranted and allowable by budget.
Specific objectives to be achieved through channel stabilization at the CR-1 Diversion include, but are not limited to:
• Armor and protect structure to prevent undermining and channel migration away from screened section; prevent catastrophic failure, to the extent practicable.
• Direct flows over screened section to optimize water intake.
• Minimize sediment deposition on screened section.
Due to the length of Reach 5, stabilization will occur in multiple phases. Reach 5 Phase III and IV project limits are generally between Meadows Parkway and North Meadows Drive. Additional Reach 5 project phases are also planned between Meadows Parkway and Wolfensberger Road.
This project will be split into three major design phases including: I) project survey, site investigation and alternatives analysis, II) preliminary design, and III) final project design.
The Town issued a Request for Proposals (RFP) via Rocky Mountain BidNet, and four (4) responses were received. A selection committee consisting of David Van Dellen, Barbara Horton, and Jeanne Stevens reviewed and ranked each proposal based on a weighted set of criteria included in the RFP document. Following the qualification based selection process, the fee schedule for each firm was opened and reviewed, “not for low bid, but for a reasonable and appropriate level of effort from each team member.” The four fee schedules ranged from $206,437 to $294,056. The top ranked firm in terms of qualifications, response to scope of work, pricing, understanding of project and team experience was Olsson, whose proposal represented the best overall value for the services requested.
Budget Impact
Funds for this services agreement will be charged to the Stormwater, Water Resources and Wastewater accounts below. Total requested authorization, including contingency, is $287,412.

Stormwater funds for this project were not included in the 2020 budget; however, East Plum Creek has been identified as a Legacy Project to be funded through the Stormwater bank loan. Appropriation of the required funds will be accounted for in the first quarter budget amendment. The Water Resources and Wastewater amounts will be funded through available 2020 budget.
