Executive Summary
Castle Rock Water is seeking Town Council approval of a Resolution (Attachment A) awarding a Services Agreement (Exhibit 1) with AECOM Technical Services, Inc. for the 6400 South Tributary Stabilization Project in the amount of $309,855 plus a town managed 10% contingency in the amount of $30,986 for a total authorization in the amount of $340,841. The scope of work generally includes engineering design, surveying, hydraulic modeling, permitting, subsurface utility engineering and geotechnical services for stream stabilization including restorative grade control structures, bank protection and channel grading in the Meadows Subdivision near Castle View High School and the new Arapahoe Community College Campus (see Attachment B). Services under this agreement are anticipated to be completed by June 2021, with construction of the project scheduled for August 2021 through May 2022. The total project budget and remaining available funds for construction are provided below:

Notification and Outreach Efforts
The project is located in the Meadows Subdivision near Castle View High School and the new Arapahoe Community College Campus, extending from East Plum Creek upstream to Meadows Boulevard. Improvements will be constructed within Town owned right-of-way / easements, on land currently owned by the Castle Rock Development Company and within Union Pacific Railroad right-of-way. Easements will be needed from the Castle Rock Development Company.
Town staff will provide outreach to stakeholders through notification letters and design review meetings as needed throughout the design process. Project details and updates will also be provided on the Town website, CRgov.com.
Discussion
The 6400 South Tributary Stabilization Project includes restorative grade control structures, bank protection and channel grading to restore approximately 5,000 linear feet of channel to a healthy and safe stream corridor that protects property, infrastructure and the public consistent with the recommendations outlined in the 6400 East, West & South Tributaries Major Drainageway Master Plan, dated September 2010.
6400 South Tributary is a western tributary to East Plum Creek, extending along the western edge of the Town. The entire 6400 South Tributary channel is approximately 1.0 mile long from the headwaters to the confluence with East Plum Creek and the 6400 East, West & South Tributaries together encompass a drainage area of approximately 4.5 square miles. The current condition of the 6400 South Tributary channel within the project limits has been impacted by recent development / urbanization. Increased runoff has led to incisions extending through the silty/sandy material laterally creating larger meanders and adversely impacting existing trails, infrastructure and stream banks. This project provides a tangible benefit to water quality in the watershed and for downstream water supply users.
The Town issued a Request for Proposals (RFP), and five (5) proposals were received. The proposals were reviewed and ranked based on a weighted set of criteria included in the RFP document. Following the qualification-based selection process, the fee schedule for each firm was opened and reviewed, “not for low bid, but for a reasonable and appropriate level of effort from each team member.” The five fee schedules ranged from $270,910 to $445,643. The top ranked firm from this selection process was AECOM Technical Services, Inc. with a proposed fee of $309,855. Their proposal and fee combination represented the best value for the Town in terms of project approach and understanding, technical expertise and scope of services provided. AECOM brings with them previous experience with the Town, completing 2,500 lineal feet of channel stabilization on the 6400 West Tributary in 2011/2012.
Budget Impact
Funds for this Services Agreement will be charged to the Stormwater capital account below. Funds for this project were not included in the 2020 budget; however, 6400 South Tributary has been identified as a Legacy Project to be funded through the Stormwater bank loan. Appropriation of the required funds will be accounted for in the first quarter budget amendment.
