Resolution Adopting a Procedure for Council Consideration of Proclamations

Executive Summary
Roughly once per month in recent years, Town Council has been asked to adopt a Proclamation in recognition of an occasion or observation.
Staff has updated the Proclamation procedure in response to recent Council direction, which is to present Proclamations for approval on the Consent Calendar prior to the Proclamation being presented to the recipient(s).
The rest of the Proclamation procedure is unchanged as included in this packet, other than to correct typographical errors. Staff is glad to take Council direction with regard to any additional desired updates.
Discussion
Proclamations are honorary decrees that allow Council to provide recognition for events, people and activities of local interest. Town Council presented 14 Proclamations in 2016, 12 in 2017 and 13 in 2018. Council has presented nine proclamations to date this year. A full listing of these Proclamations is included in Attachment B.
Staff processes Proclamations generally according to a procedure Council adopted in 2011. Council in October provided feedback that they would like the procedure updated to require that Proclamations be pre-approved on the Consent Calendar prior to being presented - either at a meeting prior or at the same meeting. The attached Resolution would effectuate that requested change.
