Executive Summary

 

In conjunction with the upcoming Encore project, staff has been implementing parking changes within Downtown, to accommodate the employee parking that will be temporarily lost at Town Hall. In conjunction with that process, staff has updated the Town’s Downtown Parking Map, which it maintains a current version of online at CRgov.com/DowntownParking.

 

The Town’s Parking Code, last updated in 2007, prescribes an out-of-date process to update the Downtown Parking Map. The code further contains very dated (1974) information regarding some Downtown parking-related items that should be eliminated completely. This ordinance updates the Parking Code to reflect current practices for updating the Downtown Parking Map and removes the out-of-date section.

 

Discussion

 

Chapter 10.08 of the Town’s Municipal Code, which governs public parking in Castle Rock, was last updated in 2007. That code, currently in place, requires updates to the Town’s Downtown Parking Map to be published in the local newspaper prior to becoming effective. Staff’s practice in recent years has been to publish the most current version of the Downtown Parking Map at CRgov.com/DowntownParking. The proposed code update reflects this current practice, which staff recommends, as parking is dynamic, and the website is the best tool to communicate the most up-to-date information.

 

The proposed update also removes a requirement to post penalties on parking signage, as penalties may also be dynamic, and including penalties on signage does not reflect the most efficient use of Town resources. Further, the current code does not expressly allow the Town to permit on-street parking, which it intends to do during the Encore project, to accommodate Town employee parking. The proposed update allows for this and also specifies that the Town may establish and maintain various policies related to parking enforcement and regulation, as is necessary in the course of business. Several minor language cleanup items are also included within the code update that do not change the substance of the code.

 

The proposed update additionally repeals a 1974 section of the code governing parking on Jerry, Fair, South and Rock streets that is out of date with current uses and practices, given the changes in those areas that have occurred over the last 45 years.

 

Staff Recommendation

 

Staff recommends approval of the ordinance as presented.
