Executive Summary

 

The Ballard Group, Inc. and the Town of Castle Rock entered into an agreement early in 2019 to develop a comprehensive engineering plan for replacing the aged Pool Dehumidification Unit (PDU) at the Recreation Center. Once the comprehensive engineering plan was complete, staff posted an RFQ (Attachment A) to receive quotes for the new PDU from qualified suppliers in accordance with the stamped engineered drawings provided. Western Mechanical Solutions, LLC won the bid to supply the PDU because they were able to provide the equipment as specified by the engineered drawings.

 

The current PDU is original equipment from when the leisure pool at the Recreation Center was completed in 2005. Pool environments are very harsh and mechanical dehumidification systems have a typical lifespan of about ten years. The existing PDU has become increasingly costly to maintain. Failing burner assemblies, controls, and dampers are making it cost prohibitive to maintain the unit in good running order. The current PDU interior is rusted in many places including the heating chambers because the dehumidification portion of the unit is not working as it should.  The lead time to produce the new PDU is approximately eight months.  Staff is seeking Town Council approval of the contract with Western Mechanical Solutions, LLC in order to have the new PDU built and available for installation during the annual Recreation Center facility closure planned for August 2020. 

 

Budget Impact

 

One vendor, Western Mechanical Solutions, LLC, responded to the RFQ and was able to meet the requirements of the project.  Specifications for the project were determined by the engineer for the project.

 

The quote (Attachment B) provided by Western Mechanical Solutions, LLC totals $370,000.  Expenditures for this project are budgeted in the Community Center Fund.  This replacement was originally planned as part of the 2019-2023 Capital Improvement Program and additional funds were requested and approved as part of the Second Amendment to the 2019 Budget on July 16, 2019.  Note that this expense is only for the PDU and does not fund the entire project.  Additional funds have been budgeted to address installation and other project costs.   

 

Staff Recommendation

 

Staff recommends approval of the Agreement between the Town of Castle Rock and Western Mechanical Solutions, LLC for $370,000 plus a Town managed contingency of $18,500.
