Executive Summary

 

Castle Rock Water is seeking Town Council approval of a Resolution (Attachment A) awarding a Construction Contract (Exhibit 1) to 53 Corporation, LLC for the 2018 Minor Drainageway Improvements Project.  The contract amount is $696,595, plus staff requests a ten percent Town-managed contingency in the amount of $69,660, for a total project authorization of $766,255.  This project will be funded through the Stormwater Fund, and is located along Hangmans Gulch Tributary B in the Woodlands subdivision, and along Parkview Tributary adjacent to Canyon Drive on the north side of Rock Park.  A project location map has been provided (Attachment B).  Both of these locations have experienced substantial erosion and stream bank instability from increased runoff due to development.  This project will repair eroded areas and install storm drainage improvements to prevent future erosion from occurring.  Improvements generally include the installation of storm sewer pipe and manholes, and placement of earth fill material within Town owned and Homeowners Association (HOA) owned open space in the Woodlands neighborhood and within Rock Park.  The project is scheduled to be completed by March 2020.

 

Notification and Outreach Efforts

 

All improvements will be constructed within Town owned and HOA owned property.  The HOA’s have granted the Town permanent drainage easements for this project.  Residents will be notified in advance of the start of construction and informed of the project’s scope and duration.  It is not anticipated that disruptions beyond temporary traffic modifications (lane closures) and construction noise during normal working hours will occur.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

This Resolution was presented to the Castle Rock Water Commission on September 25, 2019 and the commission voted unanimously (6-0) to recommend Town Council approval.

 

 

 

Discussion

 

The original storm sewer systems constructed within the Woodlands subdivision and along Canyon Drive do not extend all the way to their respective drainageways (Hangmans Gulch Tributary B and Parkview Tributary).  As a result, over the past twenty years’ significant erosion has occurred that if left unaddressed will eventually impact private residential lots in the Woodlands, as well as public infrastructure (Canyon Drive) along Rock Park.  This project seeks to correct this problem by extending the existing storm sewer outfalls to their respective drainageway channels, and then backfilling and replanting the eroded areas with native grasses.  Additionally, the most severe areas of stream bank erosion will be repaired using soil lifts to minimize disturbance of the existing vegetation, while preventing further damage from occurring.

 

The Town solicited construction bids via Rocky Mountain BidNet.  Bids were received from six (6) contractors and are shown below:

53 Corporation, LLC is the confirmed lowest bidder, and has demonstrated that they are qualified to perform the proposed work under the contract, having successfully constructed a number of previous storm drainage projects for the Town.
