Executive Summary
The purpose of the memo is to request Town Council authorization to convey certain property interests to the Colorado Department of Transportation (CDOT) for the North Meadows Extension Improvement Project - I-25 and US Highway 85 Interchanges.
As part of the North Meadow Extension Project, the Town acquired property for additional right-of-way (ROW), which allowed the construction to take place. A portion of the ROW acquired is located at the I-25 and the US Highway 85 interchanges. Now that the project has been completed, it is necessary to convey certain ROW to CDOT for their ownership in accordance with an Intergovernmental Agreement between the Town and CDOT. The Town and CDOT have agreed that the ROW identified in this Ordinance (Attachment A) will be conveyed to CDOT.
Notification and Outreach Efforts
Town Staff has worked diligently to acquire the required ROW on local parcels along North Meadows Extension Project for the interchanges and roadway. Thirty specific parcels were required for ROW for the new I-25 and US 85 intersections on- and off-ramps, as well as two specific parcels that were required for right of access (A-Line). All of these parcels are required to be conveyed to CDOT.
The attached map identifies the location of all of these parcels at the I-25 and US Highway 85 (Attachment B).
Budget Impact
The conveyance of the specific Town of Castle Rock rights-of-ways attached have no additional financial impact to the Town.
Staff Recommendation
Staff recommends that the Town Council approve the “Ordinance 2019-xx: An Ordinance Authorizing the Conveyance of Certain Property to the Department of Transportation, State of Colorado (First Reading)”.
Proposed Motion
“I move to approve the Ordinance as introduced by title, on first reading.”
