PUBLIC HEARING

 

Resolution Approving the Crystal Valley Ranch Filing No. 15, Site Development Plan Amendment No. 2 [Landscape Amendment; Located south of Crystal Valley Parkway, between West Loop Road / East Loop Road] (Town of Castle Rock Project SDP19-0001)

 

The Town Council will now consider a request for the approval of  Resolution Approving the Crystal Valley Ranch Filing No. 15, Site Development Plan Amendment No. 2 [Landscape Amendment; Located south of Crystal Valley Parkway, between West Loop Road / East Loop Road] (Town of Castle Rock Project SDP19-0001).

 

In order to afford all parties due process under law, the Town Council members must be fair and impartial in deciding whether this application should be approved, approved with conditions, or denied. In making that determination, each Councilmember must consider the record, which includes the planning commission recommendation, the staff recommendation, the applicant presentation, public comment presented during the hearing, and other written public comments offered before or during the hearing. Under law, Town Council must evaluate this proposal based solely upon the record and the criteria established under the Municipal Code, which are highlighted in the staff report.  

 

It is important that each Councilmember remain objective and capable of considering information offered into the record during this hearing.

Executive Summary

 

This proposed Site Development Plan amendment was continued from the August 20, 2019 Town Council public hearing due to scheduling conflicts.

 

Planning Commission considered this proposal on August 8, 2019 and voted 5-0 to recommend approval (Attachment D).

 

Crystal Valley Ranch is a master planned subdivision located in the southeast portion of the Town of Castle Rock.  Filing No. 15 is located between West Loop Road and East Loop Road, south of the Pinnacle Recreation Center (Attachment A).

 

The Site Development Plan (SDP) amendment proposes to revise the approved landscape plan, in order to reduce water consumption and promote irrigation efficiency.  All staff comments have been addressed through the review process.  There are no outstanding external review comments left unaddressed.

 

The developer is voluntarily requesting to amend the approved SDP landscape plan in order to reduce water usage for irrigation and promote water conservation goals.  While the proposed amendment is not in complete compliance with the new landscape criteria (Attachment B) staff recognizes that the revised plan is designed to achieve lower overall water use, and staff supports the amendment.

 

Budget Impact

 

This SDP amendment does not create any budget impacts to the Town.

 

Planning Commission Findings and Recommendations

 

Planning Commission found that the proposed site plan amendment  

 

                     Supports the goals of the Town Vision and the Comprehensive Master Plan,

                     Is consistent with the Crystal Valley Ranch Planned Development Plan and Planned Development Zoning Regulations, and

                     Complies with the Site Development Plan amendment review and approval criteria of Chapter 17.38 of the Municipal Code.

 

Planning Commission voted 5-0 to recommend to Town Council approval of the proposed amendment to the Crystal Valley Ranch Filing No. 15 Site Development Plan.
