Executive Summary                      

 

Castle Rock Water is seeking Town Council approval of a Resolution (Attachment A) authorizing a construction contract (Exhibit 1) with Global Underground Corp. (Global) for the Castle Rock Water PRV Improvements Project. This project consists of the replacement of the Oakwood PRV, Mt. Royal PRV, and the addition of a new check valve at the south end of W. Prestwick Way.  A location map has been provided (Attachment B). Global submitted the lowest responsive bid for a total construction cost of $355,575. Staff also requests approval for a ten percent Town-managed contingency of $35,558, for a total project authorization of $391,133.

On July 24, 2019, the Castle Rock Water Commission voted to recommend Town Council approval of this project.

 

Discussion

 

Castle Rock Water staff has identified several PRV facilities that need to be rehabilitated. The Castle Rock Water PRV Improvements Project has combined the improvements at two of the identified PRV’s into a single project.  The projects were combined into a single project to create a more desirable project for contractors to bid on and to gain economies of scale.

 

This project includes the replacement of two existing PRV vaults: the Oakwood PRV located near the intersection of Mountain View Drive and Oakwood Drive, and the Mt. Royal PRV located near the intersection of Mt. Royal Drive and Plum Creek Boulevard.  Both PRV vaults were constructed in the late 1980s. Both vaults are not constructed per today’s Town’s standards. The vaults were constructed without solid floors, which allows groundwater to periodically flood the vaults. The flooding has caused corrosion to the valves and piping within the vaults. The design of the existing vaults also makes repairs difficult due to a lack of adequate working space. The new vaults will be constructed with adequate space to work in and with solid concrete floors. In addition, each vault will include a sump to collect and remove any groundwater or leaks from piping.

 

This project also includes the installation of a new check valve near the intersection of Mt. Royal Drive and W. Prestwick Way. The distribution main located in W. Prestwick Way is operating as a long dead-end main. A valve near the intersection of Mt. Royal Drive and W. Prestwick Way is closed due to a pressure zone break. The new check valve will allow water to flow back up W. Prestwick Way if a lower pressure condition exists. This may include maintenance activities or the use of one of the fire hydrants along W. Prestwick Way.  The request for bids for the project was sent to six qualified contractors.  Bids were received by two contractors, as summarized in the table below.  The Engineer’s estimate was $340,670.  The low bid was received by Global and is considered a responsive bid.

Budget Impact 

 

Funding for this project is available in the approved 2019 Budget. The project will be funded from the Distribution System Upgrades (Account No. 210-4275-442.75-38), which has $459,539 available.  Global’s bid is $355,575. Staff requests an additional $35,558 (Town-managed ten percent contingency) be authorized, for a total project authorization of $391,133.

Staff Recommendation

 

Staff recommends Town Council approval of the construction contract between the Town of Castle Rock and Global Underground Corp. for the construction for the Castle Rock Water PRV Improvements Project in the amount of $355,575, plus a ten percent Town-managed contingency of $35,558, for a total authorization of $391,133.
