Executive Summary
There are several items staff would like to discuss with the Commission members.
Each Commissioner has been given a notebook that contains information that pertains to the Election Commission:
• Current Meeting Regulations
• Boards and Commissions Manual
• Town Charter relating to Elections and the Election Commission
• Town Code relating to Elections and FCPA, Initiative, Referendums and Recalls, Code related to Boards and Commissions, Miscellaneous Provisions, and Code of Conduct
• Election Commission Regulations
• Title 31 Municipal Election Code (for reference)
During the interviews, it was discussed that the Election Commission will not have any action required of them unless there is a special election, or when redistricting occurs in 2021. Staff suggested they could participate in evaluating the Town Election Code and provide recommendations to Town Council.
Staff also determined that the Election Commission Regulations may need to be updated as well to ensure they are current with the changes that have been made to the Election Code, Charter, and state legislation. This would include the most recent version of the Meeting Regulations/Bylaws.
The Town is drafting an amendment to standardize the regulations for boards and commissions. Staff is recommending that there be a standard limit of three unexcused absences within a twelve-month period. Currently, the majority of boards and commissions follow that practice; however the Code allows six unexcused absences in a twelve-month period.
Staff is requesting direction from the Election Commission on interest in the following items:
• Review of the Election Commission Regulations and Meeting Regulations/Bylaws
• Review of the Town Election Code
• Feedback on changing the Code to change the limit to three unexcused absences in a twelve-month period
• Does the Commission have any interest in other areas or activities
• Does the Commission wish to set any future meeting dates at this time
