Executive Summary
Staff is seeking direction on the appointment of Centennial Airport Community Noise Roundtable (CACNR) representatives for the Town of Castle Rock. Councilman Brett Ford served as the primary representative to the CACNR until his Town Council term ended December 4, 2018. Sandy Vossler has been serving as an alternate representative pending Town Council’s appointment of a new representative and alternate.
The Town is a voting Member on the CACNR. The CACNR meets once a month. The Town Council may appoint one regular voting representative and one alternate representative. The alternate is expected to attend the monthly meeting if the regular representative is unavailable. The representative serving on the CACNR must have the authority to act and vote on CACNR matters on behalf of the Town.
The purpose of this report is to seek Town Council appointment of one regular voting representative and one alternative representative to serve on the CACNR. There is no established term and the representatives serve at the discretion of the Town Council.
Discussion
The CACNR is a voluntary association of the Arapahoe County Public Airport Authority (ACPAA), south Metro and Douglas County jurisdictions, federal and state agencies, and airport users. The CACNR was formed to make recommendations to the ACPAA to reduce and mitigate the noise impacts that users of the airport create on surrounding communities. In addition, CACNR acts as a forum that attempts to achieve cooperation between all of the member agencies with the goal of reducing Centennial Airport noise. The following jurisdictions are Members of the CACNR:

Each Member jurisdiction is responsible for appointing a regular representative and an alternate representative. The representatives are not required to be elected officials; however, jurisdictions are generally represented by current or former elected officials.
The CACNR meets monthly on the first Wednesday of the month from 6:30 p.m. to approximately 8:30 p.m. The location is generally at the Centennial Airport.
Staff Recommendation
Staff recommends Town Council appoint a new regular representative and new alternate representative to the Centennial Airport Community Noise Roundtable.
Proposed Motion
I move to appoint ______________ to the Centennial Airport Community Noise Roundtable, as the regular Castle Rock representative, and I move to appoint _____________ to the Centennial Airport Community Noise Roundtable, as the alternate Castle Rock representative.
