Executive Summary

 

After the opening of the Town Hall Addition and the “one stop shop” lobby area for Town permits and licenses, the Town Manager designated the responsibility of issuing Solicitor Licenses to the Finance department.  Finance currently issues business licenses which are required to verify Solicitors.  Other factors considered were staff availability and proximity to the public.  The proposed amendment aligns our Code to our practice and summarizes the responsibility of the Town Manager set forth in the Charter Section 3-3 to administer the regulations in this Chapter.

 

Following the recent hail storm, staff has processed over 112 applications.  A background check is performed on each applicant and reviewed for compliance to our Code.  The business license and their employment with that business is also verified.  Approved applicants are issued a photo ID, and must comply with the No Knock list.

 

Budget Impact

 

The Finance department has absorbed the staff time and cost since 2017.

 

Staff Recommendation

 

Staff recommends approval of the Ordinance.
