Executive Summary

 

The high growth nature of Castle Rock results in numerous and diverse questions with individuals seeking information about existing conditions and future plans. All community development activity information is located on the Town website under the Development Activity link and In Your Backyard interactive map.

 

Town staff is always available to meet with interested parties to review existing zoning and development plans and review proposed projects submitted for Town review. Staff can also assist with inquiries have not been submitted as formal applications. Staff spends a considerably amount of time working with residents and development teams before formal submittals occur and can provide information on such inquiries.

 

1.                     Quasi-Judicial Applications Requiring Public Hearings:

 

407 Jerry Street

 

The Olinger Andrews Caldwell Gibson Chapel funeral home has submitted an application to demolish their existing building at 407 Jerry Street to make way for a future renovation. Because part of the building was built around 1929, the property owner must get a recommendation from the Historic Preservation Board and approval from the Town Council to demolish the building. The property is not historically landmarked. However, demolition of any building built before 1945 within the historic downtown area requires the Historic Preservation Board’s recommendation and Town Council approval prior to issuance of a demolition permit. Public hearings will be scheduled with the Historic Preservation Board and Town Council. The proposal is located in Councilmember Bower’s District

 

2.                     General Inquiries in the Town or within the County:

 

Centennial Lofts

 

Jason August on behalf of Gourmet Real Estate, Inc., is seeking feedback on a Preliminary Project Inquiry (PPI) for a proposed annexation of approximately 4.7 acres for a residential project. The subject parcel is located at the southeast corner of South Gilbert Street and South Street in unincorporated Douglas County. The proposal is for an 81-unit “for sale” condo complex that includes a trail connection on the southern part of the parcel located in a large open space area. If the project moves forward it will require public hearings for Annexation, Zoning, and Site Development Plan processes. If the property is annexed, it would be located in Councilmember Bower’s district.

 

3.                     PreApplication Meeting Requests:

 

ACME Brick Rezone

 

P3 Advisors, LLC is seeking information on application and submittal requirements for rezoning the ACME Brick property from I-2 (General Industrial) to I-O (Interchange Overlay). The ACME site consists of 5 parcels of more than 33.4 acres and is part of the Citadel Station subdivision. It is generally located immediately west of Prairie Hawk Drive and north of West Plum Creek Parkway. The applicant’s vision is to create a mixed-use development providing a connection between Phillip S Miller Park and downtown Castle Rock. Timing of the project is unknown. If the project moves forward it will require public hearings with the Planning Commission and Town Council. The proposal is located in Councilmember Bower’s District.

 

Meadows Town Center - Ubergrippen

 

Roth Lang Engineering Group on behalf of Ubergrippen, requested a pre-application meeting seeking information on application and submittal requirements for on an 18,000 sq. ft. indoor climbing facility located on a 1.5 acre tract between Future and Bilberry Streets in the Meadows Town Center. Ubergrippen is a full service, family friendly, indoor climbing business with an existing location in northeast Denver. The proposal includes an 8,000 sq. ft. climbing hall with a 50 ft. tall climbing wall, bouldering field, cardio, fitness, and yoga studio with an open green space and fire pit for activities and events. Timing of the project is unknown. The proposal is located in Councilmember Bracken’s District.

o                     Encore (formally named Festival Park Commons), site plan under review, northeast of Wilcox Street and South Street intersection.

o                     Riverwalk North and South buildings are under construction on Wilcox Street and a temporary Certificate of Occupancy permit was issued for the south building.

o                     Rock Park, re-platting under review, located north of downtown.

o                     Convenience Store and retail space, site plan under review for 7,200 square-foot building and fuel island, located at southeast corner of Plum Creek Parkway and Lake Gulch Rd.

o                     Crystal Valley Ranch, revisions to landscaping plans located west of West Loop Road and River Oaks Street.
