Executive Summary
The high growth nature of Castle Rock results in numerous and diverse questions with individuals seeking information about existing conditions and future plans. All community development activity information is located on the Town website under the Development Activity link and In Your Backyard interactive map.
Town staff is always available to meet with interested parties to review existing zoning and development plans and review proposed projects submitted for Town review. Staff can also assist with inquiries have not been submitted as formal applications. Staff spends a considerably amount of time working with residents and development teams before formal submittals occur and can provide information on such inquiries.
1. Quasi-Judicial Applications Requiring Public Hearings:
407 N Wilcox Street
Aaron Fort has submitted a downtown façade application for The Fort CPA offices, located at 407 N. Wilcox Street just north of the Castle Café. The application would remove the existing cap flashing, mansard roof and wood from the façade. The new façade would include Hardie cement board, a premanufactured arch, lighting, wood framed windows, and wood framed door. The existing stone would remain and be painted. The project requires approval from the Design Review Board at a future public hearing. The project is in Councilmember Bower’s district.

3. PreApplication Meeting Requests:
747 South Gilbert Street
Staff received a pre-application meeting request from Jay Simpson on behalf of JTMS Investments, LLC seeking information on application and submittal requirements for an indoor climate-controlled storage facility located at 747 South Gilbert Street. The proposal is to store a maximum of 117 small vehicles, on a month-to-month basis, inside an existing 18,000 square foot building, formally Master Magnetics. Timing of the project is unknown. The proposal is located in Councilmember Bower’s District.
Factory Shops Outlet Pad Site
Staff received a pre-application meeting request from Jon Spencer on behalf of Sterling Design Associates seeking information on application and submittal requirements for a new pad site on the northwest corner of the Factory Shops Outlet located at 5050 Factory Shops Boulevard. The proposal is to design and provide a pad ready site, rough graded with utility stubs, which can be developed by a future user. Timing of the project is unknown. The proposal is located in Councilmember Townsend’s District.
