Executive Summary

 

Castle Rock Water is committed to providing high quality water to our customers, sharing best practices and advancing water technologies across the state of Colorado. In March of this year, Castle Rock Water was awarded the Gold Tier in the Pursuing Excellence Program, for the third year in a row. The award is presented by the Colorado Department of Public Health and Environment to recognize systems that go above and beyond regulatory compliance. The program helps systems collaborate and learn from each other.

In addition to meeting all water quality and compliance requirements and providing our standard operational procedures for source water protection measures, treatment goals and distribution components, Castle Rock Water submitted an action plan detailing the implementation of the  Obligation Management Tool (OMT) which Castle Rock Water volunteered to help develop, test and utilize prior to Town-wide implementation. The OMT will assist staff with governance activities on any agreement where the Town of Castle Rock is a participating party and provide improved visibility on past, current and future commitments. This tool will provide the known purpose and specifications of an agreement with automated notification to help ensure timely completion of commitments and tasks. This tool will assist with deconstructing the legalese of agreements for better planning for staff, material and equipment resources. With different staff organizational abilities, attrition and not having a common way to share intellectual property, the OMT will provide consistency and timely notification of obligations to maintain compliance to the terms of the contract. It will also help improve cross-departmental coordination on agreements with tasks assigned to different functional teams and different functional departments.
