Executive Summary
The purpose of this memorandum is to request Town Council’s approval of a Resolution (Attachment A) for a construction contract with T. Lowell Construction, Inc. (T. Lowell) for the construction of the Highway 85 Transmission Project. The Highway 85 Transmission Project will complete the looping in the water distribution system between the Promenade, Metzler Ranch and the Meadows subdivisions. This project is needed to help facilitate the movement of water from the Ray Waterman Regional Water Treatment Plant and the Plum Creek Water Purification Facility into the Meadows subdivision. Staff recommends approving a construction contract with T. Lowell in the amount of $611,000. In addition, Castle Rock Water staff requests a ten percent Town-managed contingency in the amount of $61,100, for a total authorization of $672,100. The construction contract is included (Exhibit 1).

This topic was presented to the Castle Rock Water Commission at their regular meeting on May 22, 2019. The commission voted unanimously to recommend approval to Town Council.
Discussion
During the planning process for the 2017 Water Master Plan, the Highway 85 Transmission Project was identified in the 2018-2022 planning horizon. Castle Rock Water added WISE Water as a new source of supply in 2018. WISE Water subscription rates will increase yearly for the next few years. WISE Water enters the water distribution system at the Ray Waterman Regional Water Treatment Facility (RWRWTF). The water flows throughout Town based on the needs of the system. The master planning effort identified a restriction in the movement of water from the RWRWTF to the Meadows and Promenade subdivisions. A project location map is provided (Attachment B). The master planning effort identified the Highway 85 Transmission Project to eliminate this restriction.
The Highway 85 Transmission Project will install a new twenty-inch main between Justice Way and Meadows Parkway. The new pipeline will tie into existing stubs located at Meadows Parkway, Industrial Way, and Justice Way. A majority of the pipeline will be located within the southbound lanes. A short section north of Industrial Way will be located in the northbound lane to make the tie-in to the existing stub in Meadows Parkway.
This memorandum is to request approval of a construction contract with T. Lowell for the construction of the new water main. The project was designed by Town staff. The invitation to bid was sent to six qualified contractors. Bids were received from three contractors, as summarized in the table below. The Engineer’s estimate was $938,000. The low bid was received from T. Lowell and is considered a responsive bid.

Budget Impact
Funds for this project are available in the 2019 budget under the line item, “Hwy 85 Transmission” (Account No. 210-4275-442.78-25). T. Lowell’s bid was $611,000. Staff requests a ten percent Town-managed contingency in the amount of $61,100, for a total project authorization of $672,100.
