Executive Summary

 

As Town Council knows, we have conducted several executive sessions this year concerning the possible acquisition of a portion of the Plum Creek Golf Club.  The Town commissioned an independent appraisal of the property based on existing entitlements. Those appraisals are included in this packet.  As a general rule, the Town generally follows land values set out in appraisals unless there are unique circumstances in making offers for land acquisition.  Town staff has met with the Plum Creek Golf Club owners over the course of the previous months and weeks to discuss the possibility of an agreement on price and other transaction elements, but we have not been able to come to agreement on price. The Town has obtained an estimate on the cost for removal of the swimming pool and tennis courts which is approximately $150,000.  If the Town were to acquire the property and remove the courts/pool, any additional improvements to the area would be considered by Council as they evaluate all Town parks and recreation facility needs as part of the budget process. No current funds are budgeted for the purpose of additional park improvements at this location at this time.

 

The purpose of placing this item as a public hearing item on the May 21 agenda is to allow interested citizens and neighbors near the site to express their views on this matter and have Council or staff respond to questions. The purpose is not to publically negotiate or alter offers or counter-offers.
