Resolution Approving A Memorandum of Understanding for the Formal Creation of the Centennial Airport Community Noise Roundtable and Funding Structure for the Operation of the Roundtable

Executive Summary
The Centennial Airport Community Noise Roundtable (CACNR) is a voluntary association of the Arapahoe County Public Airport Authority (ACPAA), south Metro and Douglas County jurisdictions, federal and state agencies, and airport users. The CACNR was formed to make recommendations to the ACPAA to reduce and mitigate the noise impacts that users of the airport create on surrounding communities. In addition, CACNR acts as a forum that attempts to achieve cooperation between all of the member agencies with the goal of reducing Centennial Airport noise.
The purpose of the Memorandum of Understanding (MOU) is to formalize an agreement among the member agencies to officially establish and recognized CACNR, and define the objectives, membership and operation of CACNR (Attachment A, Exhibit 1). A key component of the MOU is the commitment of the member agencies to provide annual funding, to be determined by CACNR, to enable CACNR to carry out its efforts and outreach intended to achieve effective aircraft noise mitigation and reduction (Attachment A, Exhibit 2).
If Town Council accepts and approves the terms of the MOU and Funding Structure, the Town commits to fund CACNR with an annual financial obligation of $1,000 for the next two fiscal years, subject to annual appropriations, thereafter, and will continue to participate on CACNR as a regular, voting member.
Staff Recommendation
If Town Council wishes to approve the Memorandum of Understanding and CACNR Funding Structure, staff recommends Option 1 below. Approval of the MOU commits the Town to an annual financial obligation of $1,000 for the next two fiscal years, subject to annual appropriations and will allow the Town of Castle Rock to continue participating on CACNR as a regular, voting member.
If Town Council does not wish to approve the Memorandum of Understanding and CACNR Funding Structure, staff recommends Option 2 below. Denial of the MOU will allow the Town of Castle Rock to participate on CACNR as an advisory, non-voting member, without any funding obligations to CACNR.
