Executive Summary

 

The purpose of this memorandum is to present Town Council with a Resolution (Attachment A) for the Castle Rock Police Department (CRPD) 2019-2023 Five-Year Strategic Plan (Exhibit 1) for approval and adoption. 

 

Since 1999, CRPD has been accredited through the Colorado Association of Chiefs of Police (CACP) and, most recently, recertified in 2017.  The strategic planning process allows our department to establish a vision for the future and develop planned, well-defined priorities and strategies to accomplish our goals.  The strategic plan serves as a five-year road map that steers the department and promotes effective resource allocation and budget planning.  The plan is a living document that is reviewed annually and updated to reflect current community expectations, concerns and organizational priorities and goals. 

 

A team of both sworn and non-sworn police employees provided beneficial input.  Strategic plans and best practices from police departments throughout the country were studied.  The process involved a half-day retreat with Police Command Staff where key input, brainstorming and prioritization of strategic issues were discussed.  In developing the strategic plan, the department conducted both internal and external analysis to identify trends and factors that might possibly impact a successful implementation of the plan. 

 

During the strategic planning process, six strategic priorities were re-evaluated and identified as:

                     Strategic Priority 1: Crime

                     Strategic Priority 2: Traffic safety

                     Strategic Priority 3: Employees

                     Strategic Priority 4: Prepare for future growth

                     Strategic Priority 5: Community policing and partnerships

                     Strategic Priority 6: Technology, equipment and practices

 

Notification and Outreach Efforts

 

As part of this process, input was obtained from the community as well as internal stakeholders through the following approaches: 

                     Strategic planning work session was held on August 24, 2018 with Command Staff.

                     Public Safety Commission presentation on November 1, 2018. 

o                     The Public Safety Commission unanimously voted in recommending their endorsement of the 2019-2023 Police Department’s Five-Year Strategic Plan to Town Council.

                     Open House sessions:

o                     Police employees on November 21, 2018.

o                     Community on December 11, 2018 and January 30, 2019.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

In January 2013, the Castle Rock Police Department (CRPD) began a process to develop the Department’s first Five-Year Strategic Plan (2014-2018).  This plan was adopted by Council on December 17, 2013 and continues to provide a roadmap of strategic priorities, goals, and measurements required to carry out our mission effectively and efficiently.

 

The plan is a “living document” consisting of six strategic priorities.  Under each strategic priority there are a number of goals and strategies to ensure the priorities are achieved.  Also included with each strategic priority are performance measures.  A number of the performance measurements include benchmarking against the Benchmark Cities group, which includes 29 mid-sized cities nationwide.  The performance measures provide a snapshot of how well our organization is meeting its goals and are reviewed regularly to ensure levels of service to the community are being met.

 

The six strategic priorities and their goals include:

                     Strategic Priority 1: Crime

o                     Goal 1: Maintain or reduce the crime rate and provide a sense of safety and
             security.

o                     Goal 2: Maintain an investigative capability to identify, apprehend, and assist
             with the prosecution of criminal offenders.

o                     Goal 3: Maintain the capability of effective emergency management as well as ………. the response to, and recovery from, a critical incident.

                     Strategic Priority 2: Traffic safety

o                     Goal 1: Increase traffic safety on the roadways in the Town of Castle Rock.

                     Strategic Priority 3: Employees

o                     Goal 1: Attract and retain the highest quality employees.

o                     Goal 2: Train and develop employees.

o                     Goal 3: Recognize employee accomplishments.

                     Strategic Priority 4: Prepare for future growth

o                     Goal 1: Monitor Townwide population growth estimates.

o                     Goal 2: Monitor Police Department workload.

o                     Goal 3: Evaluate an efficient method of delivering service to newly developed
            areas.          

                     Strategic Priority 5: Community policing and partnerships

o                     Goal 1: Community engagement through outreach and education.

o                     Goal 2: Optimize communication and marketing programs.

                     Strategic Priority 6: Technology, equipment and practices

o                     Goal 1: Maintain and utilize the most effective technology, equipment and best
             practices.

Budget Impact

 

There is no budget impact by adopting this plan as all strategic goals identified are already part of the Department’s budget and budget requests.

 

Staff Recommendation

 

Staff recommends approval of the motion to adopt the 2019-2023 Five-Year Strategic Plan.
