Executive Summary

 

The high growth nature of Castle Rock results in numerous and diverse questions with individuals seeking information about existing conditions and future plans. All community development activity information is located on the Town website under the Development Activity link and In Your Backyard interactive map.

 

1.                     Quasi-Judicial Applications Requiring Public Hearings:

 

Meadows Town Center Mixed Use Building Site Development Plan

Garrett Company has submitted a Site Development Plan application for a four story mixed use building located in the Meadows Town Center.  The first floor will include a 4,000 square-foot restaurant, a private clubhouse and leasing center.  Floors two through four will included 111 multi-family dwelling units, with a mix of one, two and three bedroom units, internal courtyard areas, a dog park, and associated surface and garage parking.  This project in under staff review and will be scheduled for future public hearings with Planning Commission and Town Council.  This project is located in Councilmember Bracken’s District. 

 

Oakwood Apartments Site Development Plan Amendment

Douglas County Housing Authority has submitted a Site Development Plan Amendment for the Oakwood apartments.  The Oakwood Apartments are located on the northeast corner of Front Street and Oakwood Drive in the Oakwood Apartments Planned Development (PD) zoning district.  In 2018, a PD amendment was approved that allows for an additional 45 senior apartments on the site and amended the allowable height to 42 feet for a specific portion of the property.  A new three story building is being proposed as part of this Site Development Plan Amendment in the center of the property that will contain 53 apartment units, the leasing center, and community center.  The new building will be 41 feet in height.  To make room for the new building and associated new parking areas, one existing apartment building (8 units), the existing leasing center, and the existing community center will be demolished.  This project is located in Councilmember Bower’s District.

 

Independent Bank Façade and Landscape Site Development Plan

Independent Bank has submitted a Site Development Plan for façade and landscape improvements for 501 N. Wilcox Street.  The application will have a public hearing at the Design Review Board.  The project is in Councilmember Bower’s District.

 

Mirage Dental Façade Site Development Plan

Mirage Dental is proposing a new canopy to the entrance on the northwest corner of their existing building at 85 Rio Grande Drive.  The application will have a public hearing at the Design Review Board.  The project is in Councilmember Bower’s District.

 

218 N. Wilcox Street Façade Site Development Plan

Dave Nord, the property owner of 218 N. Wilcox Street, is proposing a new façade to the commercial building.  The application will have a public hearing at the Design Review Board.  The project is in Councilmember Bower’s District.

 

2.                     General Inquiries in the Town or within the County:

 

PPA for purchase of Douglas County owned parcel adjacent to 29 S. Cantril Street

 

Raccoon Ranch, LLC is seeking feedback for a proposal to purchase a small portion (approximately 4,170 sf) of a Douglas County Fairground Complex parcel, located north of Seller’s Creek Trail.  The Cantril Street parcel is located in Craig and Gould and zoned R-3 and the County parcel is zoned R-1.  The applicant desires to enlarge his lot to construct either a single-family or duplex home at 29 S. Cantril Street, one block south of South Street.  The property is currently improved with a two-car garage, but no house.  This is not a formal land use application, so timing of the project is unknown.  If the project moves forward it will require Douglas County Land Disposal and public hearings with the Historic Preservation Board, Planning Commission and Town Council.  The project is located in Councilmember Bower’s District.

 

PPA for Wellspring Community Annexation and Multi-use Facility

 

Wellspring Community is seeking feedback on annexing approximately 2.7 acres for the development of a multi-use facility.  The project is located at 498 E. Wolfensberger Road just west of Auburn Drive.  The proposal calls for a 20,000 square-foot mixed-use facility with a café, art studio, commercial kitchen, offices, classrooms and an auditorium for adults with special needs.  This is not a formal land use application, so timing of the proposal is unknown.  If the project moves forward it will require public hearings with the Planning Commission and Town Council.  If the property is annexed it will be located in Councilmember Bracken’s District.

§                     Canvas Credit Union, site construction, located at Meadows Boulevard and Future Street.

§                     Mixed-use 17,000 sq. ft. building, site construction, located on Ambrosia St.
