Executive Summary

 

Castle Rock Water and the Public Works Department are seeking Town Council approval of a Resolution (Attachment A) approving a change order (Exhibit 1) and an increase in the contract sum and the Town-managed contingency for the Gordon Drive Improvement Project.  Town Council approved the original Construction Contract with Iron Woman Construction and Environmental Services, LLC (Iron Woman) in the amount of $2,138,610, plus a ten percent Town-managed contingency in the amount of $213,861, for a total current project authorization of $2,352,471.  This project is funded through the Stormwater, Wastewater and Water Enterprise Funds and the Transportation Fund, and it is located in the Memmen’s subdivision south of Fifth Street, east of Valley Drive.  A project location map has been provided (Attachment B).  Improvements generally include the addition of stormwater infrastructure, water and sanitary sewer infrastructure modifications and replacement, and pavement maintenance along Gordon Drive and the cul-de-sacs that intersect with Gordon Drive. 

 

The project is scheduled to be completed by December 2019.  The change order would be for $439,153 and is for additional waterline replacement in the project area.  Staff requests approval of an increase in the contract sum and an additional ten percent Town-managed contingency of $43,915, for a total additional project authorization of $483,068.  The original scope included replacement of 1,150 linear feet of old six-inch cast iron pipe in the area covered by pavement reconstruct to accommodate the new storm pipe.  However, recent waterline breaks in the neighborhood have brought more urgency to replacing all of the old water pipe, an additional 2,100 linear feet, which is approaching forty years old. The change order would also add forty days to the contract time for the completion of the additional work.

 

 

 

Notification and Outreach Efforts

 

Notification letters, dated January 29, 2019, were mailed to residents and an open house was held February 12, 2019.  Six residents attended the open house.  Property owners with proposed improvements located within the existing drainage easement on their private property were also notified directly of impacts to their property.  Project details and updates will be provided on CRgov.com throughout the duration of the project.  Additionally, residents will be notified 48-hours in advance of expected water and sanitary sewer service disruptions.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

Castle Rock Water staff presented this construction contract to the Castle Rock Water Commission at their meeting held on February 27, 2019, and the Castle Rock Water Commission voted unanimously to support the project.  At that meeting, the commission also was supportive of additional work to replace sanitary sewer service laterals in the project area. The project, original scope and additional work, was awarded to Iron Woman Construction by Resolution 2019-034, approved by Town Council at the March 5, 2019 meeting.

 

Staff presented this topic to the Castle Rock Water Commission at their April 24, 2019 meeting.  The Commission voted unanimously to recommend approval to Town Council.

 

Discussion

 

This residential subdivision and infrastructure in the area is approximately forty years old.  This project combines multiple components along Gordon Drive.  The Stormwater Division identified a need to install storm sewer infrastructure along Gordon Drive to convey approximately one hundred tributary acres of on-site and off-site flows, currently draining along the surface of the roadway.  An underground storm sewer will capture and convey the flow to minimize street flooding and bring the roadway up to current standards for drainage.  In order to construct the storm sewer, modifications to the existing sanitary sewer and waterline infrastructure are necessary.  Improvements also include reconstruction of the roadway, from an inverted crown to a standard crown with catch curb and gutter along Gordon Drive, between Johnson Drive and Gordon Lane.  In addition, full depth reclamation of the remainder of Gordon Drive, and mill and overlay of Gordon Lane, Gordon Court and Gordon Place.  The additional waterline work includes the replacement of aging waterlines, fire hydrants, valves and service lines in Gordon Lane, Gordon Place, Gordon Court, and the northern end of Gordon Drive that were not included in the original scope. 

 

Construction began in April 2019 and is anticipated to be substantially complete by December 2019, weather permitting. Additional contract time is required for the additional work, but the goal is to still complete all improvements and repave the areas as soon as possible.

 

As a follow-up to concerns expressed by residents at the open house, the Town contacted Iron Woman for pricing to replace fifty-two (52) additional sanitary sewer services, between the main sewer line and edge of the right-of-way, within the project limits.  Sanitary services in the project area are approximately forty years old; proactively replacing them with the project will limit future street cuts that will compromise the newly constructed pavement. Iron Woman agreed to hold their competitive unit prices for the additional work to replace the remaining sewer services along Gordon Drive and the adjacent cul-de-sacs.  The cost for the additional sewer lateral replacement effort is $172,319.  Similarly, Iron Woman agreed to hold unit prices for the additional waterline replacement work.  The cost for the additional waterline replacement work is $439,153.

 

Budget Impact

 

The additional waterline replacement work authorized by the change order will be funded by Castle Rock Water from the waterline rehab account.  Budget transfers will be processed to ensure adequate funds are available.  Total anticipated costs, including a ten percent contingency for the additional waterline work, is $483,068.
