Executive Summary
This IGA is an on-going emergency management partnership between the Town of Castle Rock, the Board of County Commissioners of Douglas County, the Town of Parker, the City of Lone Tree, the City of Castle Pines, the Town of Larkspur, the Douglas County School District, the Highlands Ranch Metropolitan District, the Douglas County Public Library District, and the Douglas County Sheriff.
The IGA defines the terms for emergency management cooperation, provisions for mutual aid assistance, as well as County funding during a declared emergency.
Notification and Outreach Efforts
Douglas County’s Office of Emergency Management is coordinating with partner agencies and their respective boards, councils, and commissions to obtain approval/adoption with a goal of full adoption by the end of the year.
The Douglas County Board of County Commissioners approved the 1st Amendment to the IGA on March 12th, 2019.

Town Council approved the original Intergovernmental Agreement for Disaster-Emergency Mutual Aid in September 2011 through resolution 2011- 51.
Discussion
The community has placed a high degree of importance on Public Safety and Emergency Preparedness. The community also maintains high expectations of their government’s ability to respond rapidly with sufficient training and resources to protect the life, property and environment of the Town and its citizens. This IGA and subsequent amendment improves the Town’s ability to prepare for and respond to man-made and natural emergencies and disasters through cooperation and coordination with local and regional partnerships. Elements of the amendment focus on making the IGA current and consistent with established policies and practices of the Emergency Management Coordinating Group (EMCG).
Access criteria for the County Disaster Emergency Assistance Fund is defined in the agreement and requires participants to provide an incident complexity analysis and reimbursement cost documentation. Each participating agency is required to maintain a disaster-emergency spending base, or financial reserve, equal to 0.02% of their current assessed value. Per County estimates, the 2018 assessed valuation of the Town is $967,415,150; therefore, the Disaster-Emergency Spending Base required to be maintained for the Town is $193,483. Town reserves exceed the agreement criterion.
The current IGA or proposed amendment in no way usurps the Town’s autonomy or control in the event of a local disaster or emergency. Furthermore, the IGA serves to enhance the Town’s ability to function and provide needed services to the citizens of the Town should a local disaster or large scale event occur.
Budget Impact
The adoption of the 1st Amendment to the Intergovernmental Agreement has no impact on the budget.
Staff Recommendation
Staff recommends approval and adoption of the 1st Amendment to the Intergovernmental Agreement for Disaster-Emergency Mutual Aid and Disaster-Emergency Resource Assistance in and Around Douglas County.
