Executive Summary

 

Each year the Transportation Planning and Traffic Engineering Division evaluates the need for a traffic signal at select intersections through an engineering analysis.  Two traffic signals, one located in the west-central portion of Castle Rock and the other in the north-central part of Castle Rock, are planned to begin construction in late Spring of 2019. These locations are:

 

                     Factory Shops Boulevard at New Memphis Court, reconstruction

                     Meadows Boulevard at Future Street, new signal

 

The purpose of this memo is to request a recommendation of approval for the selected contractor, and the allocation of funds to complete the signalization of the listed intersections.  Sturgeon Electric Company, Inc. provided the lowest construction bid overall, and for bid schedules A and D for signal and fiber optic work at $419,854.  Funding for the purchase of the equipment and for the completion of the installations is included within the Traffic Signal Capital Improvement budget (Acc. No. 120-3175-431.75-26).

 

Our plan is to complete construction work at both locations by late summer.  Signal pole, detection equipment, and signal cabinet purchases are planned to be made by the Town and the remainder of the equipment and supplies will be furnished by the contractor awarded to construct the signals.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

There was a presentation at the April 1, 2019 Public Works Commission to obtain the Commission’s recommendation to Town Council for the installation of a traffic signal at Meadows Boulevard at Future Street, and reconstruction of the traffic signal at Factory Shops Boulevard at New Memphis Court. It was unanimously recommended by the Public Works Commission that Town Council approve the resolution to contract with Sturgeon Electric.

 

Discussion

 

The Town’s goal for the Traffic Signal Capital Improvement Program is to identify locations that a traffic signal will improve operation, efficiency and safety.  Staff performs engineering evaluations at select intersections on an annual basis in order to make sure these goals are being achieved.  Through the help of the Federal Highway Administration’s (FHWA) Manual on Uniform Traffic Control Devices (MUTCD) staff uses this manual to help aide in determining if a signal is an appropriate means of traffic control at a given location.

 

The Town also performed a life cycle analysis of the temporary span wire signal on Factory Shops at New Memphis Court. The existing signal is beyond repair to make any modifications, it also is at the minimum vertical clearance above the road surface and has experienced one hit a year that requires continual monitoring for safety issues. The cables cannot be tightened any further or fully replaced to improve the clearance. This temporary signal was originally installed to improve operations until such time that funding for a roundabout could be secured.  The existing signal was not intended to be the permanent solution.  However since that time, a signal was deemed to be the most cost effective long term solution. Now that this is the case, we are ready to replace the temporary signal.

 

Attachment B shows the location of the two intersections set to be signalized or rebuilt as part of the 2019 construction projects.  The completed engineering evaluations suggest that new signals be recommended at these locations. The total delay and overall efficiency will be improved for vehicles accessing Future Street, and by replacing the temporary signal at New Memphis with a permanent mast arm signal we will be able to make operational improvements that we are currently unable to make.

 

The following shows the contractor bid results for clarity and illustration purposes.

Two bids were received for this project.  The low bid was checked for accuracy, along with references, and documents reviewed for contract compliance.  It is believed that all contractors that submitted a bid are fully competent to complete the work.  Based on this, staff recommends Sturgeon Electric based on their bid, and quality of work on past projects for the Town.  Construction will be complete by the end of summer.

 

Budget Impact

 

The 2019 Traffic Signal Capital Improvement budget (Acc. No. 120-3175-431.75-26) contains $550,000 for traffic signal installations. In addition to this budget amount, there is $248,000 in deferred revenue available from two different development sources that will help to offset some of the construction costs for these two intersections. In order to help reduce costs and speed up the installation schedule, signal poles, mast arms, the vehicle detection system, as well as the traffic signal cabinet will be ordered, if approved, in advance. After purchasing the necessary materials, the remaining amount in the budget for this project is $327,635. The total encumbrance amount tied to this account for the construction contract is $445,400. This total includes a contingency amount of $25,500 (6%). An additional $117,000 needed for the project is expected to be made available as part of the first quarter budget amendment in April. This amendment amount is covered by the referenced deferred revenue. 

 

The total encumbrance amount requested for the construction contract with Sturgeon Electric in the attached Resolution (Attachment A) is $445,400.

 

Staff Recommendation

 

Staff recommends approval of the attached resolution to contract with Sturgeon Electric for the completion of the 2019 traffic signal construction projects.
