Executive Summary

 

May is Historic Preservation Month. To celebrate the many benefits of historic preservation and promote local historic places, the Historic Preservation Board of Castle Rock was approached with the opportunity to commission a watercolor painting of the Castle Rock Museum through Museum Director Angie DeLeo and local artist Cindy Welch.

 

Cindy has been a resident of Castle Rock since 1987 and has a passion for painting historical buildings to help preserve Castle Rock’s heritage in the midst of a dynamically growing community. Cindy’s works are on display in many buildings throughout Town and can also be viewed through her website - castlerockartist.com.

 

If approved, Cindy would create a 16-by-20 inch painting at a discounted price. The price would also include the production of 200 post cards, which would contain an image of the painting and would be used by the Museum to distribute to its patrons. In addition, 10 percent of proceeds created through selling printed reproductions would be donated to the museum. The painting would be unveiled at a future event hosted by the Museum in April to celebrate its history and Historic Preservation Month.

 

Commissioning this project would cost $2,000. With a limited budget, the Historic Preservation Board has approved contributing their maximum amount available, $750. The Board is now asking if the Public Art Commission has interest in providing the remainder needed to fund the project, $1,250.

 

Desiree LaFleur, Vice Chair of the Historic Preservation Board, as well as Angie and Cindy, have confirmed their attendance at the April Public Art Commission meeting to review the project and answer any questions.

 

A value study of the proposed painting is attached for reference. 

 

Staff Recommendation

 

Staff recommend that Commissioners review the proposal and provide direction as deemed appropriate. If approved, staff further request direction related to ownership or conveyance of the commissioned piece, maintenance responsibilities related to the piece, etc.
