Resolution Ratifying the 2019 Town of Castle Rock Festival Park Commons General Improvement District Budget

Executive Summary
State Statute CRS 29-1-105 requires that the Town of Castle Rock Festival Park Commons General Improvement District submit their budget to the Town Council by October 15, 2018; however, the election setting the mill levy did not occur until the November election. Regardless, the Department of Local Affairs (DOLA) still requires that a budget be filed with them.
Due to the timing of the project, the budget for 2019 is zero and no mill levy will be collected in 2019. In place of the Council approval that could not occur on October 15, the Finance Director filed the attached zero budget with DOLA and asks that Council ratify the budget as a matter of order.
