Executive Summary

 

Castle Rock Water is seeking Town Council approval of a construction contract (Attachment A) in the amount of $1,381,314 with Global Underground Corporation (Global) for Red Hawk Reuse Pipeline construction services.  Staff also requests $207,200 (15 percent) in staff-managed contingency, for a total authorization of $1,588,514.  Global Underground will work with Town staff to complete construction of approximately three miles of new pipeline by July 2019. 

 

Staff is concurrently working on design and construction of a new pump station at the Plum Creek Water Reclamation Authority (PCWRA) treatment facility.  The new pump station, along with the proposed pipeline, will deliver reclaimed water from PCWRA’s facility to the Red Hawk Ridge Golf Course for irrigation useDelivering reclaimed water to the golf course will reduce demands on the Town’s raw water, treatment, and potable distribution systems.  Reclaimed water will provide useful nutrients to golf course turf and help the Town pursue the strategic plan objective of maximizing use of water rights, including reusable water.  Staff have already received the applicable reuse permit from the Colorado Department of Public Health and Environment.

This item was presented at the Castle Rock Water Commission on March 27, 2019, and the commission voted unanimously to recommend approval to Town Council.

 

Discussion

 

Red Hawk Ridge Golf Course utilizes a dedicated deep well that pumps untreated raw water to the golf course pond for use in turf irrigation.  Peak summer irrigation demand at the golf course can exceed 600,000 gallons per day. This demand exceeds the available supply from the dedicated deep well for the golf course by approximately 200,000 gallons per day.  Frequently, in high demand season, water staff supplements the golf course with raw water from the municipal supply system to meet the additional irrigation demand.  On occasion, water staff has also supplemented the golf course with potable water from the distribution system.

 

Water staff is implementing a project to deliver reclaimed water from Plum Creek Water Reclamation Authority’s treatment facility to the golf course for irrigation use.  Delivering reclaimed water to the golf course will reduce demands on the Town’s deep aquifer and alluvial groundwater raw water supply, treatment, and potable distribution systems.  Reclaimed water will provide useful nutrients to golf course turf and help the Town pursue the strategic plan objective of maximizing use of water rights, including reusable water.  The existing deep well at the golf course will be repurposed for potable water supply once the reclaimed water system is in place.  Water staff is targeting the availability of reclaimed water irrigation supply for the golf course by July 2019.

 

PCWRA has existing infrastructure that delivers reclaimed water to three golf courses in Castle Pines.  Additional pump station infrastructure is needed at PCWRA to deliver reclaimed water to the Red Hawk Ridge Golf Course.  Burns and McDonnell Engineering (Burns and McDonnell) and Moltz Construction (Moltz) are currently working on design and construction of the reclamation facility expansion.  Staff is working with Burns and McDonnell and Moltz to design and construct pump station improvements at PCWRA that will be capable of sending reclaimed water to the Red Hawk Ridge Golf Course.

 

In addition to the pump station, approximately three miles of new eight-inch dedicated reuse pipeline between PCWRA and Red Hawk Ridge Golf Course is needed to deliver the reclaimed water.  A proposed pipeline alignment was identified by staff that makes use of existing Town properties and minimizes land acquisition.  A Pipeline Alignment Exhibit has been provided (Attachment B).  Staff is actively working with land owners to acquire easements and licenses needed to construct the pipeline.

 

Due to the accelerated schedule for completion, staff requested proposals from a select group of prequalified contractors for constructing the pipeline with limited design documents.  Staff requested that proposals include unit pricing for a specified number of assumed items and quantities anticipated for completion of open-trench construction of the pipeline.  The estimated cost and proposal amounts are as follows:

Global Underground Corporation provided the low bid for the open trench construction.  In addition to open-trench construction, the proposed alignment will also require at least five trenchless crossings bored under roadways, drainageways, and the railroad.  Due to the specialized nature of trenchless work, there are a limited number of local contractors available to perform this work.  Global has successfully performed trenchless work for the Town previously, and is currently under contract to perform trenchless construction services for the Lanterns Wells Raw Waterline Project.  In order to meet the accelerated schedule for the reuse project, staff solicited a proposal with unit pricing from Global for the trenchless crossings on the project.  Global’s proposal for construction of the five trenchless crossings is $382,980.  Global is a highly qualified local contractor whose expertise is trenchless, horizontally directionally drilled pipelines that cross under railroads, highways, and environmentally sensitive areas.

 

Staff is of the opinion Global’s proposals for both the open-trench and trenchless scopes of work offer good value to the Town.  Having a single contractor perform both scopes of work will facilitate meeting the accelerated project schedule for construction of the pipeline, and will afford the Town the most options for quickly and efficiently dealing with field and/or pipeline alignment issues.  Staff recommends awarding construction of the pipeline to Global as a single contract in the amount of $1,381,314.  Staff also requests a Town-managed contingency in the amount of $207,200 (15 percent) for the project to deal with unanticipated field conditions or pipeline alignment shifts that may be necessary.  The construction services for the pipeline are being contracted without finalized easement agreements, topographic survey, and design documents, so some out of scope work is anticipated.  Expenses to-date include $47,300 to Burns and McDonnell for pump station design services.  Staff also contracted with Moltz Construction in the amount of $175,000 for pump station construction services, since they are already working at the PCWRA site on the wastewater treatment plant expansion project.  Due to longer procurement timeframes, staff contracted with Global to pre-purchase some of the pipe for the reuse project in the amount of $83,617. There is adequate budget for these services.
